Submission & Evaluation

Proposals will be evaluated based on the Lowest Price Technically Acceptable (LPTA) criteria. Technical acceptability requires meeting all characteristics in the Technical Specifications Document (USMS-0015) and following solicitation instructions.

Offerors must submit:
