Submission & Evaluation
Proposals will be evaluated based on the Lowest Price Technically Acceptable (LPTA) criteria. Technical acceptability requires meeting all characteristics in the Technical Specifications Document (USMS-0015) and following solicitation instructions.
Offerors must submit:
- Volume 1: Quote on company letterhead, including company name, logo, address, Point of Contact, and CAGE Code.
- Volume 2: Signed SF-1449 with pricing filled in on CLINS and required Clause USMS-0004.
All prospective offerors must have an active Commercial and Government Entity (CAGE) code and be registered with the System for Award Management (SAM) at https://www.sam.gov. The Government seeks additional discounts.
