Statement of Work (SOW)

To design, fabricate, and install a new legacy mural display for the NORAD & USNORTHCOM (N&NC) Washington Operations Center (WOC) at the Pentagon. The display will match the artistic quality and style of existing displays in the Combatant Command legacy corridor.

• Provide all necessary personnel, labor, materials, tools, equipment, and supervision.

• Design, fabricate, and install a custom mural display.

• Design:

  • Collaborate with U.S. Northern Command's Public Affairs (PA) and Historian teams.
  • Develop final artistic content and design.
  • Conduct site visits to ensure consistency with existing displays.
  • Provide electronic mock-ups.
  • Deliverables include:
    • Initial design meeting (10 days after award)
    • Initial digital mock-up (20 days after award)
    • Interim digital mock-ups #1 & #2 (30 & 45 days after award)
    • Final Design Digital Proof for Government Approval (60 days after award)

• Fabrication:

  • Fabricate all components upon final design approval.
  • Use high-quality, durable materials suitable for a professional office environment.
  • Comply with Pentagon's Corridor Committee and Fire Marshall safety requirements.
  • Deliverable: Completed Fabrication (Ready for install) (90 days after design approval)

• Installation:

  • Transport and install the completed mural display at the designated Pentagon location (2nd Floor, Corridor 8).
  • Include all mounting and wiring for electrical components (backlighting, if approved).
  • Responsible for cleanup of the work area.
  • Deliverable: Completed Installation (30 days after fabrication)

• Period of Performance: 120 days from contract award.

• Location: Contractor's facility (design/fabrication) and on-site at the Pentagon, Arlington, VA.

• Work Hours: Installation at the Pentagon must be during normal business hours, excluding Federal holidays, unless otherwise approved.

• Government-Furnished Items/Information: Underlying concept, access to installation site, designated Point of Contact (POC).

• Security & Badging: Contractor personnel require temporary badges and must submit personal information for security screening at least 14 days prior to site entry. No escort personnel will be provided by the Government.

• Communication: Bi-weekly communication with PA and Historian teams; facilitated via VTC or other agreed-upon means.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items, issued as a Request for Quotation (RFQ) for a USNORTHCOM Pentagon Corridor Display. The government is procuring the design, production, transport, and installation of one Northern Command Pentagon display, similar to the existing Stratcom display.

• Design, detail, produce structure and graphics for one Pentagon Corridor Display.

• Transport and install the display.

• The display should be functionally equivalent to the salient characteristics specified in Table 1 and Attachment 1 (SOW).

• Contract Type: Firm Fixed Price Purchase Order.

• Period of Performance: Delivery on or before 120 Calendar Days after receipt of award.

• Estimated Value: $9,000,000.00 (Size Standard for NAICS 541430 - Graphic Design Services).

• Submission Deadline: Quotes due by 1400 PM (MT), Friday, 26 June 2026.

• Submission Format: Two parts - Priced Quote and Technical Documentation. Submit no more than 10 pages.

• Evaluation Criteria: Lowest evaluated price that meets technical criteria on an acceptable/unacceptable basis. Technical documentation will be evaluated for acceptability. Award will be made to the responsible quoter whose quote is most advantageous to the Government, price and other factors considered.

• Key Deadlines: Questions due by 3:00 P.M. MT, Monday, 22 June 2026.

• This acquisition is a firm fixed price 100% Small Business Set-Aside.

• All companies must be registered in the System for Award Management (SAM.gov).

• This announcement constitutes the only solicitation; no separate written solicitation will be issued.

• Quotes must be valid for a minimum of 60 calendar days.

• The government will not provide contract financing.
