This document is a Use and Non-Disclosure Agreement (NDA) for Government Technical Data. It outlines the terms under which the Government will provide technical data, computer software, or both to the Offeror for the USNS GRASP (T-ARS 51) opportunity. The Offeror must agree to specific terms to ensure the protection and proper use of this data.

• The Offeror must designate a corporate principal responsible for compliance.
• Data is to be used solely for proposal preparation and contract performance if awarded.
• Restrictions on dissemination, export controls, and organizational access controls are detailed.
• The Offeror must not copy, release, reproduce, duplicate, transmit, distribute, or otherwise make the data available to unauthorized persons.
• Requirements for identifying and obtaining flow-down NDAs from subcontractors are included.
• The Offeror must return or destroy the data upon notice of award to another entity or upon contract completion.
• Provisions for cooperating with the Government in data recovery and reimbursement for costs incurred due to unauthorized disclosure are outlined.

This NDA is critical for any bidder who will be provided with government technical data as part of the solicitation process or contract performance. Bidders must understand and agree to these terms to receive and utilize the data. Failure to comply could result in penalties or disqualification. The document also requires bidders to identify and manage NDAs for any subcontractors involved.

Solicitation / RFP / RFQ

This solicitation is for the procurement of Horizontal Hawser Reels, specifically the "Hawser Reel, Deck Mounted ASTM A36 Steel Construction, Manually Operated Reel, Type B". The reels are to be built in general accordance with NAVSEA S2604-921841 Rev. B and coated per NAVSEA 803-6397278, Four Coat System.

• Two (2) Horizontal Hawser Reels.

• Reels must be ASTM A36 Steel Construction.

• Manually Operated, Type B, with a 6" Diameter Drum x 38" Flange Diameter x 39" Traverse.

• Built in general accordance with NAVSEA S2604-921841 Rev. B.

• Coated per NAVSEA 803-6397278, Four Coat System.

• The contractor shall provide DoD unique identification or a DoD recognized unique identification equivalent, as per DFARS 252.211-7003.

• Pricing Arrangement: Firm Fixed Price.

• Delivery: On or before 15 Jul 2026.

• FOB: Destination.

• Solicitation Issue Date: 27 Mar 2026.

• Offer Due Date/Local Time: 08 Apr 2026, 10:00 AM.

• Quotes are to be submitted via email to the contracting officer and contract specialist.

• Evaluation Factors: Lowest priced technically acceptable quoter.

• Technical Evaluation: Quoted parts must meet solicitation requirements, including part number, delivery dates, and terms and conditions. The quote must state that all technical requirements can be met.

• Price Evaluation: Quoted pricing will be evaluated for reasonableness.

• Offerors must not include standard commercial terms and conditions, as this may result in rejection.

• This acquisition is a Small Business Set-Aside (100%).

• Size Standard: 750.

• The solicitation incorporates FAR 52.212-1, 52.212-4, and 52.212-5 by reference, with addenda.

• Payment will be made via Wide Area WorkFlow (WAWF).
