This document is a Use and Non-Disclosure Agreement (NDA) for Government Technical Data related to solicitation N3220526Q7093 for USNS GRASP (T-ARS 51). It outlines the terms and conditions under which the Offeror will receive and handle sensitive technical data.

• Data Usage: The Offeror agrees to use the provided technical data solely for preparing a proposal in response to solicitation N3220526Q7093 and for performing the resulting contract if awarded.
• Compliance: The Offeror must comply with DoDI 5230.24 and DoD-M 5200.01-V4 regarding distribution statements and controlled unclassified information.
• Restrictions: Strict controls on dissemination, copying, release, reproduction, transmission, distribution, or making the data available to unauthorized individuals are mandated.
• Subcontracting: Any disclosure to third parties or subcontractors requires a similar flow-down NDA executed by a Corporate Principal.
• Return/Destruction: The data and all copies must be returned or destroyed upon notice of award to another entity or upon completion of the work, with written certification of destruction required.
• Unauthorized Disclosure: The Offeror is liable for costs and damages resulting from unauthorized disclosures.

Bidders must understand and agree to these terms to access the technical data necessary for proposal preparation and potential contract performance. Failure to comply can result in significant penalties. The Offeror must identify any subcontractors who will also require access and ensure they execute a similar NDA. This agreement is a prerequisite for receiving and utilizing sensitive technical information for this opportunity.

Sources Sought Notice

This notice is a market research tool to determine the availability and adequacy of potential small business sources for pilot house windows for the USNS GRASP (T-ARS 51). It is not a solicitation or request for quotes, and no contract will be awarded from this notice.

The Military Sealift Command is seeking eligible businesses capable of providing specific pilot house windows as per drawing. The required items and quantities are:

• 29" X 25" FIXED WINDOW NON-ICING: 8 EA
• 29" X 25" HINGED WINDOW NON -ICING: 6 EA
• 33" X 25" FIXED WINDOW NON-ICING: 2 EA
• 29" X 25" SPINNING WINDOW: 4 EA
• 33"X 25" HINGED WINDOW NON-ICING: 1 EA

Delivery Location: MSC Bats Warehouse 9284 Balboa Ave, San Diego, Ca 92123. Required Delivery Date: September 14, 2026 (firm).

• Estimated Solicitation Issue Date: On or about April 1, 2026.
• Anticipated Contract Award Date: On or about May 29, 2026.
• NAICS Code: 332321, Metal Window and Door Manufacturing.

Interested small businesses are requested to submit a brief capabilities package demonstrating their ability to provide the requested items. The package should include:

1. Company Profile (employees, location, UEI, CAGE Code, small business designation).
2. Facility where work will be performed.
3. Partnership agreements with any large businesses.

Responses are due by March 18, 2026, 10:00 AM Eastern Daylight Time, via email to colin.j.edick.civ@us.navy.mil. Fax or mail submissions will not be accepted.

All Small businesses, Service-Disabled Veteran-Owned Small Business, and Certified HUBZone and Certified 8(a) Small Businesses are encouraged to respond. The government will determine if a small business set-aside is in the government's best interest.
