Quick Summary

The Department of the Navy / SOUTHWEST REGIONAL MAINT CENTER has issued a Justification and Approval (J&A) for an Other Than Full and Open Competition sole-source contract action. This J&A supports the addition of a critical work item (980-90-065) to National Steel and Shipbuilding Company (NASSCO) under an existing contract (N00024-25-C-4404) for the USS America (LHA 6) Fiscal Year 2026 Docking Selected Restricted Availability (DSRA). This document is not a solicitation for proposals.

Purpose & Scope of Work

This J&A justifies the immediate requirement for AN/SPN-41B Removal, Alteration Installation Team (AIT) Support Service. This work item involves the removal of the AN/SPN-41 Instrument Carrier Landing System (ICLS) antenna and associated equipment. The AN/SPN-41 system is vital for safe aircraft recovery and all-weather flight operations, making this a mandatory ship alteration required prior to the ship's deployment. Delays in this work could significantly impact the ship's availability completion date and incur substantial costs for the Government.

Contract Details

  • Contract Type: Firm Fixed Price.
  • Period of Performance: Removal is scheduled for February-March 2026. Follow-on work and testing will continue through Sea Trials by July 2027, with support services required until July 6, 2027.
  • Funding: Funding will be from FY26 OPN.
  • Place of Performance: California, United States.

Set-Aside & Eligibility

This action is being taken under "Other Than Full and Open Competition" based on statutory authority 10 U.S.C. 3204(a)(2) and FAR 6.302-1, citing an urgent requirement and the availability of only one responsible source (NASSCO). This upgrade was recently made mandatory after the work package lock and contract award.

Important Note

This document is a justification for a sole-source award to NASSCO and is not a solicitation for proposals from other vendors. Future actions of this nature will aim to be procured through full and open competition if appropriate.
