Questions & Answers / Clarifications

• Handset Requirement: Handset devices are not required for the Base Year or Option Years. The government will utilize existing Apple devices, with the possibility of acquiring new phones in an Option Year if needed (30 for international roaming, 6 for U.S. Domestic).
• Acceptable Handset Brands & Quantity: If handsets are required in the future, both Apple iPhones and Samsung devices are acceptable. The total quantity required would be 36 (30 for international roaming, 6 for U.S. Domestic).
• Deadline Extension: The response to this inquiry was submitted prior to the RFQ deadline, implying no extension was needed based on this specific question.

This Q&A clarifies handset requirements and acceptable brands, which may influence vendor proposals if handsets become a requirement. It also confirms that the response was submitted before the RFQ deadline.

Solicitation / RFP / RFQ

This solicitation is for wireless devices and services to support the USS Frank Cable. The requirement includes providing all-inclusive wireless service and a minimum of 30 wireless communication devices capable of secure encrypted voice/text/SMS/data transmissions with automatic roaming capabilities. Additionally, a separate requirement for local/domestic/USA voice and data services for a minimum of 6 wireless communication devices is included.

• Requirement 0001: All-inclusive wireless service and 30 devices for use in the United States (all 50), Guam, Northern Mariana Islands, Japan, South Korea, Philippines, Australia, and Singapore. Services include unlimited local, USA long distance, and international voice, SMS/texting, and data, with automatic roaming and Guam exchange numbers.

• Requirement 0002: Local/Domestic/USA voice and data services for 6 devices, including unlimited local voice/data, USA long distance voice, and USA SMS/texting. No international service is included for this requirement.

• Devices: Minimum of 30 devices for Requirement 0001 and 6 devices for Requirement 0002. Devices must be capable of operating on multiple frequency bands. A technical refresh for devices is provided every two years.

• Customer Service: 24/7 customer service for trouble calls with a response within 12 hours and fix/replacement within 24 hours for domestic and international service.

• Invoicing/Billing: Via Government Credit Card, with detailed electronic billing statements provided monthly.

• Period of Performance: Base Year (01 April 2026 - 31 March 2027) with four Option Years (01 April 2027 - 31 March 2031) and an Option to Extend Services for 6 months.

• Pricing Arrangement: Firm Fixed Price for all line items.

• Offer Due Date: 26 March 2026, 10:00 AM (ChST).

• Submission: Quotations must be submitted via email to Joshua Tyquiengco and Rafael Battung. Emails exceeding 10 MB will not be received.

• Evaluation: Offers will be evaluated based on price. The solicitation states "price only" as the evaluation factor.

• This acquisition is set aside for Small Business.

• The solicitation includes various FAR and DFARS clauses, including those related to payment, invoicing (WAWF), and prohibitions on certain telecommunications equipment.

• Inspection and Acceptance will occur at the destination: USS FRANK CABLE AS 40, UNIT 100105 BOX 1, FPO AP 96657.
