This solicitation is for the procurement of Deck Panama Chocks (16"x20") and 18" Mooring Bitts for the USS HERSHELL WOODY WILLIAMS. The government is procuring these items to support vessel operations.

• Deck Panama Chocks (16"x20"): 7 units. Must be scribed with raised lettering "SWL 100T" in white against a grey body. Vendor's Part Number: H665-EP004.

• 18" Mooring Bitts: 2 units. Vendor's Part Number: H665-EP005.

• Item Identification: Requirements in DFARS 252.211-7003 apply, requiring DoD unique identification or a DoD recognized unique identification equivalent for both items.

• Packaging and Marking: Items must be packed, crated, and prepared for shipment according to DODMANUAL 4140.01, VOLUME 9, and MIL-STD-2073-1(series) or ASTM D3951(series). Crating must comply with ISPM Publication No. 15. Markings must include "MARK FOR: USS HERSHELL WOODY WILLIAMS 2027 MTA WI 101 AND 195." Previous markings contradicting current material inventory must be painted over/removed.

• Shipments: Multiple vessels require separate boxes/crates/containers. Deliveries are FOB Destination and require 48-hour advance notification to MSC_N48_Transportation_Team@us.navy.mil.

• Contract Type: Firm Fixed Price for both items.

• Period of Performance: Delivery is on or before December 03, 2026.

• Offer Due Date: June 09, 2026, 10:00 AM.

• Submission Method: Quotes must be emailed to the contracting officer and contract specialist in Adobe or Microsoft Office format only.

• Evaluation Factors: Quotes will be evaluated based on the lowest priced technically acceptable (LPTA) basis. Technical acceptability requires meeting solicitation requirements, including parts, delivery dates, and terms. Pricing will be evaluated for reasonableness.
