The contractor's facility must be located in a country with an International Agreement with the United States addressing primary jurisdiction for U.S. Military personnel, or contingent on an approved exception to policy. Repairs must be conducted at a commercial pier location or the contractor's own facility. The facility should also be prepared for temperatures below 32°F for extended periods.
