This document is a Pre-Solicitation Notice, Amendment 0001, issued in accordance with FAR 5.203(a). It is not a solicitation or request for proposals, and no contract will be awarded at this time.

• The notice pertains to the Midterm Availability (MTA) repairs of the USS HERSHEL “WOODY” WILLIAMS (ESB-4).

• The period of performance for this MTA is stated as 11 January 2027 through 27 March 2027.

• The work will involve work item packages from the Military Sealift Command (MSC), including alterations, repairs, and critical maintenance.

• The prospective awardee's facility must be located in the Sixth Fleet European area of operations (AOR), specifically along the Atlantic Ocean or North Sea coastline between 36°N - 57°N latitudinal and in the Mediterranean basin west of the 22°E longitudinal.

• The contractor's facility must be located in a country with an International Agreement with the United States addressing primary jurisdiction for U.S. Military personnel, or contingent on an exception to policy (ETP).

• Repairs must be conducted at a commercial pier or the contractor's own facility.

• A ship check is not anticipated.

• Draft work items for the MTA are attached and are subject to revision, including the period of performance.

• Contractors are encouraged to review and provide comments or questions regarding the draft work items no later than 10 April 2026 at 13:00 PM Naples, Italy Time.

Pre-Solicitation Notice

This notice announces the intent to issue a solicitation for Midterm Availability (MTA) repairs for the USS HERSHEL “WOODY” WILLIAMS (ESB-4). This is not a solicitation, and proposals will not be accepted at this time. A formal solicitation will be posted on SAM.gov.

• The work involves alterations, repairs, and critical maintenance to ensure operational reliability and comply with regulatory requirements.

• A dry-dock will not be required; work will be accomplished at the prospective awardee's pier.

• Work item packages will be from the Military Sealift Command (MSC).

• The period of performance for this MTA is 18 January 2027 through 04 March 2027.

• Draft work items are attached and are subject to revision.

• Contractors are encouraged to review and provide comments or questions regarding the draft work items no later than 10 April 2026 at 13:00 PM Naples, Italy Time.

• The prospective awardee's facility must be restricted to the Sixth Fleet European area of operations (AOR), specifically along the Atlantic Ocean or North Sea coastline between 36°N - 57°N latitudinal and in the Mediterranean basin west of 22°E longitudinal.

Statement of Work (SOW) / Performance Work Statement (PWS) & Form / Attachment / Pricing Sheet

This document outlines requirements for a contractor to provide a heavy weather plan and includes maintenance procedures for fire extinguishers.

• The contractor shall submit a heavy weather plan as part of the technical proposal.

• The plan must detail protection arrangements and preventive measures for the ship against heavy weather (Beaufort Wind Scale 7 and higher).

• Key elements of the plan include:

  • Daily monitoring of weather via NWS and NHTC.
  • Communication with NWS, NHTC, and FEMA.
  • Timetables for decision-making and contractor actions.
  • Personnel recall plans.
  • Actions for different Beaufort Wind Scale levels.
  • Notification milestones for OMT REP and ship's Master.
  • Ship's force participation levels.

• The contractor is responsible for costs related to protecting their facility and government assets.

• Extraordinary measures require OMT REP approval via change order.

• Non-extraordinary measures include additional mooring lines and disconnecting ship services.

• The plan is due with the contractor's proposal.

• The facility is in a geographic location prone to temperatures below 32°F for over 24 hours.

• Minimum draft clearance of two feet beneath the keel at MLLW.

• Ballast condition changes require prior submission of trim and stability calculations and written approval from the ship's Master and OMT REP.

• Safety precautions for shifting the ship, including adequate tugs and securing the ship to tugs at all times.

• Annex I details maintenance procedures and checklists for fire extinguishers, provided for informational purposes.

• Table I.1(a) Mechanical Parts Maintenance Checklist: Covers components like cylinder/shell, nameplate, nozzle/horn, hose assembly, pull/ring pin, and gauge, listing potential issues and corrective actions.

• Table I.1(b) Agent and Expelling Means Maintenance Checklist: Details problems and corrective actions specific to various extinguishing agents (e.g., AFFF, CO2, Halon, Dry Powder).
