Solicitation / RFP / RFQ

This Request for Quote (RFQ) from the 42d Mission Support Group (42 MSG) at Maxwell AFB, AL, seeks quotes for one (1) durable and highly maneuverable Utility Terrain Vehicle (UTV). • One (1) All-Terrain Utility Vehicle (CLIN 0001) per the attached Statement of Requirement (SOR).

• The vehicle must be new; used or refurbished items will not be accepted.

• Offerors must provide manufacturer specifications demonstrating capability to meet all requirements.

• Offerors must provide a delivery schedule in "days after contract award" that meets the Government's required delivery date.

• Contract Type: Firm Fixed Price.

• Required Delivery Date: July 31, 2026.

• Offerors must hold prices firm for 45 calendar days from the receipt of offers.

• Submission Deadline: Thursday, May 28, 2026, at 1:00 PM CDT.

• Evaluation Criteria: Award will be made to the lowest priced offeror meeting minimum criteria. Quotes will be rated Acceptable or Unacceptable based on manufacturer specifications and proposed delivery date.

• Required Quote Package: Dated quote with unit and extended prices, manufacturer specifications, delivery schedule, and Representations and Certifications (including DFARS 252.225-7000 if applicable).

• This requirement is a 100% Small Business Set-Aside.

• Offerors MUST be registered and ACTIVE in the DoD Systems for Award Management (SAM) database at the time of quotation submission.

• "Open Market" quotes only; GSA or other GWAC quotes will not be considered.

• Funds are not presently available; no award will be made until funds are available. The Government reserves the right to cancel the solicitation.

Statement of Work (SOW) / Performance Work Statement (PWS)

The 42d Mission Support Group (42 MSG) at Maxwell Air Force Base (AFB) requires the procurement of one (1) Utility Terrain Vehicle (UTV) to support the transportation of MSG Command Staff across various terrains. This vehicle is needed to enhance mission readiness, operational efficiency, emergency response times, and reduce personnel fatigue, especially given Maxwell AFB's challenging terrain including dense vegetation, flood-prone areas, and proximity to the Alabama River.

The primary deliverable is one (1) new Utility Terrain Vehicle (UTV) with the following key specifications:

• Terrain Capability: Must operate on paved roads, gravel, mud, sand, wooded areas, and flood-prone zones.
• Personnel Capacity: Accommodate a minimum of four (4) personnel with full tactical gear.
• Performance: Reach at least 40 MPH on flat terrain with full payload; minimum 1000cc gas or diesel engine; minimum 10-gallon fuel tank.
• Durability: Operate in temperatures from -10°F to 120°F; resistant to heavy rain, humidity, and extreme heat; heavy-duty, corrosion-resistant frame; independent front and rear suspension; minimum 10 inches ground clearance.
• Safety Features: Roof, windshield, roll cage, four-point harness or factory standard three-point harness for all occupants.
• Braking & Tires: Hydraulic disc brakes with emergency capability; minimum 8-ply all-terrain tires.
• Operational Life: Support 5,000+ operational hours before major overhauls.
• Maintenance: Modular design for field repairs; commonly available parts.
• Street Legal Kit: Must include blinkers, horn, and reverse light.
• Towing & Cargo: Tow minimum 1,500 pounds; carry minimum 1,000 pounds of cargo.
• Winch: Front-mounted electric winch rated for 4,500 pounds.
