This amendment (0003) to solicitation FA462026QA220 has the following purpose:

• To publish a revised version of the Statement of Work (SOW), identified as Attach.1 – Statement of Work Rev 01.

• Attachment 1: Statement of Work (SOW) has been revised.

• Offerors are instructed to fill out blocks 15a, 15b, and 15c on the amendment form and provide a copy with their proposal.

• The amendment does not extend the specified hour and date for receipt of offers.

Statement of Work (SOW) / Performance Work Statement (PWS)

To ensure the UTV and snowmachine fleet is maintained in a high state of operational readiness and safety for use in demanding arctic conditions, supporting the DAF Arctic Survival School's training mission.

• Provide all personnel, equipment, tools, materials, and supervision for recurring service and maintenance inspections on eight (8) UTVs and ten (10) snowmachines.

• Work must comply with manufacturer's best practices and applicable regulations.

• Contractor must check for and address any outstanding manufacturer recalls.

• The contractor's service facility must be located within a 50-mile radius of Eielson AFB.

• Government is responsible for vehicle delivery and pickup.

• Perform routine preventative maintenance inspections and services.

• Address any outstanding manufacturer recalls.

• Place of Performance: Contractor's facility within a 50-mile radius of Eielson AFB.

• Period of Performance: October 1, 2026, to September 30, 2031 (1 Base Year + four 12-month option years).

• UTV Maintenance: Includes oil/filter replacement, air filter cleaning/replacement, gear case inspection/oil, belt inspection/cleaning, brake system inspection, wheel bearing service, suspension/drive train inspection, axle boot inspection, tire pressure check, coolant/brake fluid level check, and lubrication.

• Snowmachine Maintenance: Includes oil/filter replacement (4-stroke), compression test, air intake screen service, clutch alignment/drive belt inspection, driven clutch/drive belt tension check, engine mount bolt inspection, head bolt re-torque, recoil handle/rope inspection, spark plug replacement, exhaust system inspection, cooling system inspection, brake system/hose inspection, idle RPM adjustment, fuel filter replacement, lights/switches inspection, suspension mounting bolt inspection, jackshaft bearing lubrication, ski/carbide/track slide inspection, track tension/alignment adjustment, and bogie wheel/slide inspection.

• Unscheduled Repairs: Contractor must notify Government POC for repairs beyond preventative maintenance. Repairs under $2,500 require Government POC approval; repairs over $2,500 require Contracting Officer approval. Parts reimbursement is cost + no more than 10% markup.

Amendment / Modification

• Extends the deadline for quotes from 10:00 AM PDT on May 4, 2026, to 10:00 AM PDT on May 7, 2026.

• The submission deadline for quotes.

• The deadline for submitting quotes has been extended to May 7, 2026.

Amendment / Modification

This amendment publishes questions and answers related to the solicitation:

• Q1: Are the four EXPEDITION SPORT 600 UNITS equipped with a 600 e-Tec, 2-stroke engine?
• A1: The two 2022 Expedition Sport 600 units are equipped with a 600 ACE 4-stroke motor. The two 2025 Expedition Sport 600 units are equipped with the Rotax 600 EFI 2-stroke motor.

This amendment clarifies the engine specifications for the Expedition Sport 600 units.

Offerors are instructed to fill out blocks 15a, 15b, and 15c of the Standard Form 30 and provide a copy with their proposal.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (Request for Quotation - RFQ) for SERE Equipment Repair (Alaska). The acquisition is a 100% set-aside for Small Business concerns. The North American Industry Classification System (NAICS) code is 811111 General Automotive Repair.

• The solicitation incorporates provisions and clauses by reference, including Federal Acquisition Circular FAC 2026-01 and the Revolutionary FAR Overhaul (RFO).

• Offerors must be registered in the System for Award Management (SAM).

• The government requests quotes for items detailed in Attachment 2 – Pricing Schedule.

• Supplies/Services will be inspected/accepted at Destination by Government.

• The contract will be Firm Fixed Priced.

• The period of performance for orders is from 1 October 2027 through 30 September 2031.

• The contract includes options to extend the term for up to 5 years.

• Questions pertaining to this RFQ are due by 27 April 2026 / 10:00 AM PT.

• The government reserves the right to award to other than the lowest priced quote.

• This acquisition is a 100% set-aside for Small Business concerns.

• Funds are not presently available for this effort; no award will be made until funds are available.

• The government reserves the right to cancel this solicitation.

Statement of Work (SOW)

To provide recurring service and maintenance inspections for Utility Vehicles (UTVs) and Snow Machines assigned to Detachment 1 of the 66th TRS at Eielson AFB, AK.

• The contractor will perform routine maintenance and preventative maintenance inspections on UTVs and Snow Machines.

• The government will deliver/pick up vehicles to a service facility within 50 miles of Eielson AFB.

• The contractor is responsible for checking for outstanding manufacturer recalls for all vehicles.

• Parts and repairs costing less than $2,500 may be approved by the government POC. Parts and repairs costing more than $2,500 require Contracting Officer approval.

• The contractor must notify the government POC if any UTV or snow machine requires parts and obtain express approval before undertaking repairs.

• The contractor is responsible for notifying the government POC when vehicles are ready for pickup.
