Justification & Challenge Process
The proposed contract action is justified under FAR 6.302-1 (Only one responsible source) because VirTra Incorporated is the Original Equipment Manufacturer (OEM) and possesses proprietary hardware, software, intellectual property rights, and engineering capabilities for the V-300 Firearms Trainers. Market research, including Sources Sought Notice PANORL-26-P-0000-026421, confirmed VirTra as the only source capable of meeting technical specifications without reverse-engineering.
This notice is not a solicitation. However, the Government will consider responses from firms that can clearly demonstrate their ability to meet all original OEM specifications without requiring reverse-engineering or causing unacceptable mission delays.
