Scope of Work
Contractors will provide fully operated and maintained on-call fixed-wing flight services throughout Alaska. This includes transportation of personnel and cargo, law enforcement support, and logistical/reconnaissance support for fire activities. Services are on an as-needed basis, with individual task orders establishing their own periods of performance, typically short-term.
Key requirements include:
- Aircraft: Single-engine and multi-engine airplanes with seating for 1 to 50 passengers, equipped with various landing gear (wheels, floats, skis). Specific categories and minimum gross weights are detailed in Section A.
- Personnel: Pilots must meet minimum flight hours, hold Commercial Pilot with instrument rating or ATP, and have experience in specific operations (e.g., low-level, mountainous terrain, extended over-water).
- Operations: Compliance with FAA regulations, flight following, and specific procedures for specialized activities like off-airport operations, reconnaissance, glacier landing, and mountainous terrain. An Alaska Base of Operations is required. Mobilization and demobilization (ferry time) for ordered services will be paid by the Government.
- Pricing: Flight rates are "dry" (fuel costs reimbursed separately). Pricing must be submitted for various aircraft categories and periods through March 31, 2031, using both C30 and C31 Measurement of Payment. The unit of measure for "Daily Availability" is "Day".
