Quick Summary
The U.S. Geological Survey (USGS), under the Department of the Interior, is soliciting proposals for Vessel Charter Services to support the collection of long sediment cores and sub-bottom seismic data offshore Central California. This acquisition is a Total Small Business Set-Aside. The Request for Quotation (RFQ) is due May 18, 2026, at 1500 PST.
Scope of Work
The USGS requires a fully licensed vessel, at least 150 feet in length with 14-day endurance, capable of 24-hour operations and accommodating up to 12 USGS and contractor personnel. The vessel must have sufficient deck space and equipment support for Jumbo Piston Corer (JPC), Vibra-Corer, and seismic tow operations, including specific A-frame, winch, and 480V 3-phase power capabilities. Key requirements include station-holding accuracy (5 meters for 30 minutes), a captain with at least four years of Pacific experience, and provision of three meals daily. The place of performance is offshore Central California, specifically the Palos Verdes Fault area, with transit to Pt. Sal and San Luis Obispo Bay. USGS will provide coring and seismic equipment, while the contractor must supply over-boarding equipment and a 12-ton SWL winch.

Submission & Evaluation
Award will be based on a tradeoff method. Offerors must submit:
- A signed SF 1449 form with firm information and pricing.
- A firm, fixed-price quote for 7-10 working days (in a separate attachment from technical submission). Weather standby days are included in the firm-fixed price.
- A technical submission detailing qualifications and experience, including a work plan, equipment/personnel availability, and timeline adherence.
- Listings of prior relevant contracts with project descriptions and professional references (at least two for similar services within the last four years, with preference for federal agencies). Past performance as a prime contractor is required.
- System for Award Management (SAM) UEI. Evaluation factors are Technical Capability, Experience, and Past Performance, which are significantly more important than price. Quotations must be submitted via email to yangzhideng@usgs.gov; hardcopy quotations will not be accepted.
Additional Notes
The North American Industry Classification Standard (NAICS) code is 483113 (Coastal and Great Lakes Freight Transportation) with a size standard of 800 employees. USGS personnel will mobilize equipment on the vessel up to two days prior to operations, with mobilization and demobilization ports flexible, but San Diego Bay preferred. Contractors are required to sign and return copies of Amendment 0001.
