This is a Single Award Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a Firm-Fixed-Price structure. The ordering period is from August 03, 2026, through February 02, 2031 (54 months). Submission & Evaluation
Proposals are due by Monday, June 1, 2026, at 10:00 AM CDT, and must be submitted via email to anitra.carter@va.gov and astrid.mckinney@va.gov. Proposals should be organized into three volumes: Solicitation, Offer, Price & Award Documents; Technical Capability; and Past Performance. Evaluation will follow a Best Value Tradeoff Approach, where Technical Capability (Go/No-Go, then tradeoff) and Past Performance (Recency, Relevancy, Success) are considered more important than Price.
