Key platform capabilities include secure access, stable uptime, near real-time data updates, and the ability to query, map, and analyze well, production, and permit data. The solution must also offer spatial web services for integration with third-party applications (e.g., ArcGIS Pro) and allow data downloads for analysis. Technical support for subscription and platform issues, including email/web-based helpdesk, access resolution, and outage notifications, is required. Compliance with IT and cybersecurity requirements (FISMA, FedRAMP, IPv6, continuous monitoring, security training), privacy requirements (PII/SPII handling, breach reporting), Section 508 accessibility standards, proper records management, and CUI management are mandatory.

Submission & Evaluation

- Submission Instructions: Quotes must be emailed to melissa_niemi@ios.doi.gov. Quotes must be valid for at least 60 days and submitted in two volumes: Volume I - Technical (maximum 20 pages, excluding cover/appendix) and Volume II - Pricing (no page limit). Offerors must acknowledge receipt of Amendment 0001.
