Statement of Work (SOW) / Performance Work Statement (PWS)

To provide maintenance, storage, setup, and transportation for the VA Federal Coordination Center (FCC) Medical Cache, ensuring its availability for emergency response.

• Store and maintain all items within the FCC medical cache, which are owned by the Department of Veterans Affairs, Eastern Colorado Health Care System (ECHCS).

• Ensure the FCC medical cache is always available for emergency response.

• Provide storage for FCC cache items and the necessary staffing and transportation for movement to and from the FCC Patient Reception Site (PRS).

• Provide staffing for the FCC PRS area setup.

• Coordinate with ECHCS for Federal Disaster Response Emergencies and Exercises.

• Base Year: July 26, 2026 – July 25, 2027

• Four Option Years: July 26, 2027 – July 25, 2031

• Firm-Fixed-Price contract.

• Storage and Maintenance: FCC cache to be functional within one month of contract approval.

• Storage Requirements: 2,000 sq ft climate-controlled storage (64-78°F) within 25 miles of Denver International Airport, with secure monitoring and rapid access.

• Post-Activation Reporting: Inform ECHCS of equipment requiring replacement after activations, training, and exercises.

• Experience Requirement: Minimum 2 years of experience in storage/maintenance of PRS medical cache and FCC PRS processes, with positive past performance evaluations.

• Staff Training: Contractor staff must have medical equipment training.

• GFE Responsibility: Contractor responsible for any Government Furnished Equipment provided for storage.

• Normal Hours: Monday-Friday, 8:00 a.m. - 5:00 p.m. (excluding federal holidays).

• Emergency Hours: Contractor available 24/7 for activation notices. Cache must be deployable within 72 hours of an activation notice.

• For fourth mission activation, contractor will be reimbursed at a set hourly rate, to be included in the contract proposal.
