Traditional acquisition models are too slow for rapidly evolving domains like biotechnology and AI. To maintain technological overmatch and secure the U.S. biotechnology ecosystem, an asymmetric response is needed, leveraging private capital, academia, and commercial enterprise. This OTA aims to establish a public-private nexus through a technology accelerator with a 501(c)(3) partner to speed the prototyping of new technologies, particularly MCMs, by bridging the private sector, elite national High-Performance Computing (HPC) resources, and the Government.

Scope of Work

The selected 501(c)(3) will function as a continuous innovation accelerator, acting as an intermediary between private capital, commercial biotech/AI companies, and government stakeholders. Key responsibilities include:

  • Tech Scouting & Vetting: Identifying and validating emerging dual-use technologies, biotechnology startups, AI data models, and non-traditional vendors. This includes rigorous foreign influence and security vetting (NSPM-33, DoDI 5000.83).
  • B2B Execution: Negotiating and executing commercial-style Business-to-Business (B2B) agreements for rapid prototyping, shielding startups from burdensome accounting.
  • HPC Integration: Coordinating advanced in-silico testing and AI training using Government HPC resources (e.g., LLNL) or equivalent commercial facilities.
  • Program Management: Providing and maintaining a cloud-based, Commercial Off-The-Shelf (COTS) program management platform (e.g., Jira, Monday.com) with real-time, role-based government access, adhering to Department of War (DoW) Impact Level 5 (IL5) security requirements.
  • Secure Development: Ensuring downstream vendors comply with cybersecurity mandates (EO 14028, NIST SP 800-218, DoD RMF, STIGs) for any developed software, including Software Bills of Materials (SBOMs).
  • Intellectual Property: Managing IP with clear demarcation of Background vs. Foreground IP, Government Purpose Rights (GPR) for Foreground IP, and binding Domestic Manufacturing clauses.
  • "Fail Fast" Authority: Rapidly terminating underperforming B2B agreements and reallocating funds.
