Efforts to Improve Competition & Market Research
The DLA conducted market research, including posting Sources Sought notices on SAM.gov on August 29, 2025, and November 13, 2025. Two vendors, Brenco Supply, Inc. and Aircraft Composite Technologies, Inc., expressed interest but were not approved sources and lacked manufacturing rights. Market research, including database inquiries and manufacturer websites, concluded there is no reasonable expectation of receiving priced offers from two or more responsible offerors. The "ability one" program and commercial/modified commercial items were also reviewed and found unsuitable.
