Solicitation / RFP / RFQ

This is a Request for Quotations (RFQ) for cost analysis support services for the Naval Cost Agency (NCA), supporting Independent Cost Estimates (ICEs), Component Cost Estimates (CCEs), and Component Cost Positions (CCPs) for Department of the Navy (DON) acquisition programs. The requirement involves assisting in the operation of VAMOSC, the DON's authoritative database for operating and support (O&S) costs. This is a follow-on requirement to N00189-21-F-3027.

• Database Enhancement & Modernization: Improve reporting, incorporate new data sources, link to budget systems, reduce timelines, and enhance system performance.

• Database Operations & Updates: Maintain Naval VAMOSC databases with a target of 95% accuracy, ensuring data completeness, accuracy, and timely publication.

• IT System Administration: Provide comprehensive IT system administration for the Naval VAMOSC System, including AWS GovCloud, Oracle databases, middleware, and websites, ensuring DoD/Navy Information Assurance and Risk Management Framework compliance.

• VAMOSC User Support: Manage user accounts, respond to data requests, update documentation, and develop training materials.

• Cloud Migration: Execute cloud migration strategies for large databases and software applications.

• Training Management: Establish and manage a training plan.

• Risk Mitigation: Develop strategies for solicitation and performance risks.

• Resource Planning: Provide resource allocation and employee recruitment/retention plans.

• Deliverables: Specified in Contract Data Requirements Lists (CDRLs) and Performance Standards (DD-1423 forms).

• Contract Type: Firm-Fixed-Price (FFP).

• Submission Method: Email only.

• Quotation Volumes: Volume I (Non-Price Quote) and Volume II (Price Quote).

• Evaluation: Fair opportunity evaluation. Non-price factors (Performance Approach, Past Performance, Socio-Economic Plan) are more important than price. Performance Approach and Past Performance are of equal importance. A rating below "Acceptable" in any non-price factor or "Satisfactory Confidence" in Past Performance will result in ineligibility.

• Performance Issues: Any quality, delivery, or cost problems, corrective actions taken, and their effectiveness.
• Subcontractors: Description of work performed by subcontractors and their annual dollar value.
