Scope of Work
The selected contractor will provide comprehensive support for the Naval VAMOSC system, including:
- Database Enhancement & Modernization: Improving reporting, integrating new data sources, linking to budget systems, and enhancing system performance.
- Database Operations & Updates: Maintaining data accuracy (target 95%), completeness, and timely publication.
- IT System Administration: Managing AWS GovCloud, Oracle databases, middleware, and websites, ensuring DoD/Navy Information Assurance and Risk Management Framework (RMF) compliance.
- VAMOSC User Support: Handling user accounts, data requests, documentation, and training material development.
- Cloud Migration: Executing strategies for large database and software application migration.
- Training Management, Risk Mitigation, and Resource Planning. Deliverables are specified in Contract Data Requirements Lists (CDRLs) and Performance Standards.
Contract Details
- Contract Type: Firm-Fixed-Price (FFP) under FAR 16.5, issued via the SeaPort program.
- Period of Performance: Up to 60 months, consisting of five 12-month FFP CLINs for labor. The anticipated start date is June 16, 2026.
- Place of Performance: Primarily in the National Capital Region (NCR), with approximately 30% at Government facilities and 70% at contractor facilities.
- Estimated Level of Effort: The solicitation includes an estimated LOE spreadsheet detailing labor categories (Program Manager, Functional Analysts, Technology Analysts) and estimated hours across the base and four option periods, totaling 23,712 hours per period. A fixed amount of $5,000 is allocated for Travel/ODC per period.

- Evaluation Factors: Non-price factors (Performance Approach, Past Performance, Socio-Economic Plan) are more important than price. Performance Approach and Past Performance are of equal importance. A rating below "Acceptable" in any non-price factor or "Satisfactory Confidence" in Past Performance will lead to ineligibility. Offerors must complete a Past Performance Information Form.
