Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work outlines the requirements for a Design Build project to renovate various roofs at Shaw Air Force Base.

• Provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and non-personal services necessary to design and renovate roofs at buildings B1601, B1822, B1693, and B160.

• All work must comply with Unified Facilities Criteria (UFC), Unified Facilities Guide Specifications (UFGS), and Shaw AFB Design and Construction Standards.

• The project is broken down into CLINs for specific buildings:

  • CLIN 0001 (B1601 HQ Group): Remove and replace the existing Built-up Membrane Roof System with a Modified Bituminous Roof System. Includes asbestos abatement, demolition of existing roof, replacement of 10% of metal decking, removal/replacement of gutters and downspouts, and landscaping.
  • CLIN 0002 (B1822 Munitions Storage): Remove and replace the existing Thermoset, Single Ply, Rubber Roof System with a Modified Bituminous Roof System. Includes testing and reinstallation of the lightning protection system (LPS), demolition of existing roof, replacement of 10% of metal decking, and installation of new insulation and ridge vent.
  • CLIN 0003 (B1693 Jet Engine Maintenance): Recoat the existing Structural Panel Metal Roofing System. Includes replacing roof penetration boots, removing patch material, pressure washing, priming, and applying two coats of elastomeric silicone rubber coating.
  • CLIN 0004 (B160 Comm Squadron Facility): Coat part of the existing Structural Panel Metal Roofing System. Includes cleaning and repairing the internal gutter system, pressure washing, priming, and applying two coats of elastomeric silicone rubber coating.

• Design Phase: 91 calendar days.

• Construction Phase: 125 calendar days.

• Total Contract Time: 216 calendar days.

• A "Notice to Proceed" will be issued separately for the Design and Construction Phases.

• Design Submittals: 65% and 95% design submissions required electronically (.dwg and .pdf) and in hard copy.

• Materials: All products and materials must meet attached specifications and latest manufacturer instructions.

• Hazardous Waste: Contractor must account for special treatment of hazardous waste and environmental implications during demolition.

• Warranty: A one-year contractor's warranty against defects is required. Additionally, a manufacturer's warranty of at least 20 years is required, covering full system watertightness with "no dollar limit" and from a single source manufacturer.

• Permits: Contractor is responsible for obtaining all required permits.

• Pre-construction Meeting: A meeting will be held at Shaw AFB to discuss remodel requirements and other construction issues.

  • B1822 Munitions Storage: Remove and replace the existing Thermoset, Single Ply, Rubber Roof System with a Modified Bituminous Roof System. Includes testing and preservation of the lightning protection system (LPS), demolition of existing roof, replacement of 10% of metal decking, and installation of new roofing system.
  • B1693 Jet Engine Maintenance: Recoat the existing Structural Panel Metal Roofing System. Includes replacing roof penetration boots, cleaning and repairing patch material, pressure washing, priming, and applying two coats of elastomeric silicone rubber coating.
  • B160 Comm Squadron Facility: Repair and coat the existing Structural Panel Metal Roofing System. Includes cleaning and repairing gutters, cleaning downspouts, plugging standing seams, priming, and applying two coats of elastomeric silicone rubber coating.

• Design Phase: 91 calendar days.

• Construction Phase: 125 calendar days.

• Total Contract Time: 216 calendar days.

• A "Notice to Proceed" (NTP) will be issued separately for the Design and Construction Phases.

• Submittals: 65% and 95% design submissions required electronically (.dwg and .pdf) and in hard copy. Submittal registry required. As-builts are also required.

• Standards: Compliance with UFC, UFGS, IBC, IPC, SCDHEC, NEC, NESC, NFPA, EPA, SCDOT, and Shaw AFB Design and Construction Standards.

• Hazardous Waste: Special treatment of hazardous waste and environmental implications must be considered.

• Warranty: One-year Contractor's warranty against defects. Manufacturer's warranty must be "no dollar limit," cover full system watertightness, be from a single source, and have a minimum duration of 20 years.

• Permits: Contractor is responsible for obtaining all required permits.

• Pre-construction Meeting: To be held at Shaw AFB to discuss remodel requirements and other issues.
