Submission Requirements
Quoters shall submit one copy of their technical and price quote via email to the Government Point of Contact. Submissions must include the company's DUNS Number and CAGE Code. The solicitation number must be referenced in the email subject line. All questions regarding the solicitation must also be submitted via email. Offerors must state acceptance of the solicitation's terms and conditions or list any exceptions with rationale. An active registration in the System for Award Management (SAM) database (www.sam.gov) is required.
Evaluation
Award will be made to the responsible offeror whose quote is most advantageous to the Government, based on a Lowest Price Technically Acceptable (LPTA) evaluation. Offers will be ranked by price, and the lowest-priced offer(s) will be technically evaluated. A quote is deemed technically acceptable if it meets all minimum requirements and specifications. If the lowest-priced offer is technically unacceptable, the process continues with the next lowest offer(s) until a technically acceptable and fair and reasonable price is identified.
