- Parking: 90 surface spaces, compliant with ABAAS or local code.
- Accessibility: Preferred first-floor entrance; if higher, at least one elevator is required. Property must have sidewalks and level parking for patient access.
- Location: Within a delineated area defined by specific highway boundaries (North: US-2 to WA-522; East: WA-522 to Woodinville; South: WA-522 to WA-104 to WA-99; West: WA-99 to I-5N to US-2).
- Environmental: Must not be located in a FEMA 1-percent-annual-chance floodplain.
- Public Transit: Should be on a public bus route and within 2,640 feet of a bus stop.
- Structural: Must meet or economically meet seismic requirements for high seismic activity areas.
- Compliance: Must be zoned for VA's intended use and meet Federal and Local Government requirements for fire safety, physical security, accessibility, and sustainability standards. The VA will consider existing buildings first, then new builds, and build-to-suits.
