Amendment / Modification

• The Government is re-opening Solicitation 1202SB24Q7009 for an open season Onboarding period.

• Vendor quote responses are now due no later than 04/23/2026 at 16:00 MST.

• Responses must be submitted through the "VIPR NextGen" application.

• This amendment re-opens the original solicitation to conduct Onboarding in accordance with Exhibit H – Special Contract Requirements.

• The original solicitation's evaluation factors and sub-factors will be used for award decisions during open season Onboarding.

• Any new IBPA awards issued through Onboarding will be identical to the original awards in terms, conditions, and period of performance.

• Significant changes to evaluation factors or contract terms are not anticipated.

• This amendment applies to a Multiple Award Incident Blanket Purchase Agreement (IBPA) issued as a 100% Small Business Set Aside.

• The open season Onboarding period will run concurrently with the USFS Contracting Officer's annual IBPA review ("Rollover" modification process).

• During this period, existing IBPA awardees may revise rates, modify resources, or add new resources.

• New Offerors who meet all eligibility requirements may submit quotes for consideration.

• All proposed resources must meet the criteria established in the original solicitation.

• New quote submissions must meet all Acceptability Pass/Fail requirements and will be evaluated using the same factors as the original solicitation.

• After Onboarding and annual review/rollover processes are complete, any newly awarded Contractors or newly accepted resources will be eligible for dispatch and BPA Calls.

• The solicitation is being re-opened for an "open season Onboarding period."

• Exhibit H – Special Contract Requirements is now applicable for Onboarding.

• Proposal deadlines have been extended to 04/23/2026 at 16:00 MST.

• Submission method is now exclusively through the "VIPR NextGen" application.

Solicitation / RFP / RFQ

This solicitation seeks to establish multiple Indefinite Blanket Purchase Agreements (I-BPAs) for chainsaw repair services. These services will be utilized for local, Regional, and Nationwide fire suppression, all-hazard incidents, and prescribed fire project work. The agreements may also be used by multiple State and Federal wildland fire agencies.

• Mobile Chainsaw Repair Unit/Trailer(s) and transportation vehicle(s) meeting specific standards.

• Minimum equipment requirements include a self-contained unit, AC power source, extension cords, fuel, a customer service area, adequate lighting, an air compressor, chain breaker tool, chain rivet spinner, 1,000 feet of chain, parts inventory, chain grinder(s), and appropriate repair tools.

• Daily tracking log of equipment serviced and receipts provided to customers.

• Ability to order parts on-site and accept credit cards for necessary purchases.

• Normal repairs are expected to be completed within 24 hours.

• Contractors must provide Personal Protective Equipment (PPE) including boots, hard hats, gloves, eye protection, and hearing protection.

• All personnel must be able to communicate in English.

• The solicitation will result in multiple I-BPAs.

• The dollar limitation for any individual order is the Simplified Acquisition Threshold (SAT).

• The placement of any orders is NOT GUARANTEED.

• Agreements are valid for 3 years from the date of award, with annual review modifications.

• The estimated date of award is June 2026.

• Quotes must be submitted through the Virtual Incident Procurement (VIPR) Next Gen System.

• Evaluation factors include: operational acceptability of equipment/resource, price reasonableness, and past performance dependability risk.

• Quotes will be evaluated for operational acceptability and price reasonableness. Lower prices may result in higher dispatch priority.

• Technical quotes require specific pictures/files of the resource, including the entire unit/trailer and the VIN or serial number.

• Offers must be held firm for 60 calendar days from the date specified for receipt of offers.

• Offer due date: April 23, 2026, 04:00 PM MST.

• This acquisition is set aside for SMALL BUSINESS.
