Quick Summary
The U.S. Department of Agriculture (USDA), Forest Service (USFS) has re-opened Solicitation 1202SB23Q7012 for an open season Onboarding period for Heavy Equipment in Regions 3 & 8 (East Zone). This opportunity supports local, regional, and national fire suppression and all-hazard incidents. This is an amendment to an existing Multiple Award Incident Blanket Purchase Agreement (I-BPA) and is designated as a 100% Small Business Set-Aside.
Scope of Work
The requirement is for Heavy Equipment to support fire suppression and all-hazard incidents. This Onboarding period allows new Offerors to submit quotes and existing I-BPA awardees to revise rates, modify resources, or add new resources. All proposed resources must meet the criteria established in the original solicitation.
Contract & Timeline

- Set-Aside: 100% Small Business Set-Aside

Submission & Evaluation
Vendors must submit responses through the "VIPR NextGen" application (https://www.fs.usda.gov/business/incident/vendorapp.php?tab=tab_d). This Onboarding is not a new procurement action; it is conducted under the terms of the original solicitation. New quote submissions must meet all Acceptability Pass/Fail requirements and will be evaluated using the same evaluation factors and sub-factors as the original solicitation. Any resulting new I-BPA awards will be identical in terms and conditions to the original agreements, including the period of performance.
Additional Notes
The open season Onboarding period runs concurrently with the USFS Contracting Officer’s annual I-BPA review (the "Rollover" modification process). After this period, newly awarded Contractors or newly accepted resources will be eligible for dispatch and BPA Calls.
