Amendment / Modification

This amendment re-opens Solicitation 1204H125Q7001 for an open season Onboarding period. The purpose is to allow vendors to submit quote responses for Heavy Equipment Task Force (HETF) - West Zone, Region 6 requirements.

• The due date for vendor quote responses has been extended to 04/24/2026 at 14:00 Pacific.

• Vendors must submit responses through the "VIPR NextGen" application.

• This amendment re-opens the original solicitation for Onboarding, which is not a new procurement action but conducted under the terms of the original solicitation.

• Award decisions during open season Onboarding will use the same evaluation factors and subfactors as the original solicitation.

• Any new IBPA awards issued through Onboarding will be identical to the original awards in terms, conditions, and period of performance.

• The amendment applies to a Multiple Award Incident Blanket Purchase Agreement (IBPA) issued as a 100% Small Business Set Aside.

• Existing IBPA awardees may revise rates, modify resources, or add new resources. New Offerors who meet eligibility requirements may submit quotes.

• All proposed resources must meet the criteria established in the original solicitation.

• New quote submissions must meet Acceptability Pass/Fail requirements and will be evaluated using the same factors as the original solicitation.

Solicitation / RFP / RFQ

This solicitation is for Heavy Equipment Task Forces (HETF) to provide services for local, regional, and nationwide fire suppression, all-hazard incidents, and prescribed fire project work. The resulting Blanket Purchase Agreements (BPAs) may be used by multiple State and Federal wildland fire agencies. An open season on-ramping process is being initiated to ensure adequate resources.

• The HETF typically includes a Job Site Foreman, one leveling Feller Buncher, one rubber-tired Skidder, one Type II or Type III Dozer with a 6-way blade, and one drop tank Skidgine or Pumpercat capable of skidding logs. Transportation for equipment and personnel is also required.

• Optional equipment may include an Excavator or a Boom Mounted Masticator.

• All equipment must meet specified standards and be maintained in good repair.

• Operators must be at least 18 years old, have RT-130 training, and be able to operate equipment safely.

• Personnel must comply with safety standards, including wearing appropriate Personal Protective Equipment (PPE).

• This solicitation will result in multiple BPAs.

• The agreement period is for five (5) years from the date of award.

• No orders or payments are guaranteed during the duration of the agreement period.

• Payment will be made at rates specified in the agreement in effect at the time of the order.

• Quotes must be submitted through the Virtual Incident Procurement (VIPR) Next Gen System.

• Evaluation factors include: operational acceptability of equipment/resource, price reasonableness, and past performance dependability risk.

• A 5% advantage will be applied for each socioeconomic category checked in Block 10 of the SF-1449, up to a maximum of 10%.

• The deadline for submitting offers is April 24, 2026, at 02:00 PM PST.

• This acquisition is set aside for Small Business concerns.

• The NAICS code is 115310 with a size standard of $34,000,000.00.

• Awards are prohibited to Government employees, businesses owned by Government employees, Government entities, or entities with a tax delinquency or felony conviction.
