Scope of Work
Contractors will provide fully managed, supervised, trained, and certified personnel, along with all necessary equipment, materials, supplies, transportation, and lodging. Services include:
- Resource Categories: Heavy Equipment Mechanic with Service Truck and Auto/Truck Mechanic with Service Truck.
- Equipment Requirements: Detailed specifications for service trucks, diagnostic tools, welding equipment, air compressors, hand tools, jacks, lighting, spill kits, and specific additional requirements for Heavy Equipment Mechanics. Vehicles must meet state motor vehicle requirements, have current DOT/CVSA inspection, fire extinguisher, and backup alarm.
- Personnel Requirements: Commercial Driver's License (if applicable), ability to operate equipment safely, RT-130 Annual Fireline Refresher, and specific experience for each mechanic type.
- Other: Provision of initial consumable goods for the first 24 hours of operation and Personal Protective Equipment (PPE) including boots, hard hats, gloves, chaps, eye protection, hearing protection, headlamps, fire shelters, and flame-resistant clothing.
Contract Details
- Contract Type: Multiple Indefinite Delivery/Indefinite Quantity (IDIQ) Blanket Purchase Agreements (BPAs).
- Period of Performance: Five (5) years from the date of award, subject to annual review modifications.
- Set-Aside: Total Small Business (100%). Socioeconomic status advantages will be applied for dispatch priority ranking.
- NAICS: 811111 (Automotive Mechanical and Electrical Repair and Maintenance) with a $9,000,000 size standard.
- Payment: Rates must reflect up to a 16-hour daily shift and include all pricing elements. Payment will be made at rates in effect at the time of order issuance. Individual orders are limited to the Simplified Acquisition Threshold (SAT). Orders are not guaranteed.
Submission & Evaluation
Quotes must be submitted electronically through the Virtual Incident Procurement (VIPR) Next Gen System. Vendors must:
- Maintain a valid email address for VIPR communications.
- Possess a valid Unique Entity ID (UEI) and active SAM.gov registration.
- Have a Login.gov account to create a VIPR Next Gen account.
- Submit quotes via the VIPR Next Gen Vendor Application. Evaluation will consider operational acceptability, price reasonableness, and past performance dependability risk. Technical quote requirements include resumes, certifications, and equipment pictures.
