Quick Summary

The U.S. Department of Agriculture (USDA), Forest Service (USFS) has re-opened Solicitation 1202SB24Q7014 for an open season Onboarding period for Miscellaneous Heavy Equipment in the East Zone, Regions 1, 2, and 4. This action supports local, regional, and national fire suppression and all-hazard incidents. This is an amendment to an existing Multiple Award Incident Blanket Purchase Agreement (I BPA) and is not a new procurement action. Vendor quote responses are due no later than 04/24/2026 at 17:00 PST.

Scope of Work

This opportunity seeks to onboard vendors providing miscellaneous heavy equipment to support fire suppression and all-hazard incidents. The onboarding process allows new offerors to submit quotes and existing I BPA awardees to revise rates, modify resources, or add new resources.

Contract & Timeline

  • Type: Multiple Award Incident Blanket Purchase Agreement (I BPA)
  • Set-Aside: 100% Small Business Set-Aside
  • Response Due: 04/24/2026 at 17:00 PST
  • Published: 03/24/2026
  • Submission Method: Through the "VIPR NextGen" application at https://www.fs.usda.gov/business/incident/vendorapp.php?tab=tab_d

Evaluation

Award decisions during this open season onboarding will use the same evaluation factors and sub-factors as the original solicitation. All proposed resources must meet the criteria established in the original solicitation, and new quote submissions must meet all Acceptability Pass/Fail requirements. Any resulting new I BPA awards will be identical in terms and conditions to the original agreements.

Additional Notes

The open season Onboarding period runs concurrently with the USFS Contracting Officer’s annual I BPA review (the “Rollover” modification process). While industry feedback will be reviewed, significant changes to evaluation factors or contract terms are not anticipated. Newly awarded contractors or resources will be eligible for dispatch and BPA Calls after the onboarding and annual review processes are complete.
