Quick Summary

The U.S. Department of Agriculture (USDA), Forest Service (USFS) has re-opened Solicitation 1202SB24Q7008 for an open season onboarding period for Miscellaneous Heavy Equipment to support fire suppression and all-hazard incidents in Regions 3 & 8 East Zone. This is a 100% Small Business Set-Aside opportunity for a Multiple Award Incident Blanket Purchase Agreement (I BPA). Vendor quote responses are due by April 24, 2026, at 17:00 PST.

Scope of Work

This opportunity seeks to onboard new vendors and allow existing awardees to revise rates or add resources for providing miscellaneous heavy equipment. The equipment will be utilized for local, regional, and national fire suppression and all-hazard incidents within the specified East Zone of Regions 3 and 8. Onboarding is conducted under the terms of the original solicitation, in accordance with Exhibit H – Special Contract Requirements.

Contract & Timeline

  • Type: Multiple Award Incident Blanket Purchase Agreement (I BPA)
  • Set-Aside: 100% Small Business Set-Aside
  • Response Due: April 24, 2026, at 17:00 PST
  • Submission Method: Exclusively through the "VIPR NextGen" application at https://www.fs.usda.gov/business/incident/vendorapp.php?tab=tab_d
  • Published: March 24, 2026

Evaluation

New quote submissions must meet all Acceptability Pass/Fail requirements and will be evaluated using the same evaluation factors and sub-factors as the original solicitation. Any resulting new I BPA awards will be identical in terms, conditions, and period of performance to the original agreements.

Additional Notes

This amendment re-opens the original solicitation for onboarding and is not a new procurement action. The open season onboarding period runs concurrently with the USFS Contracting Officer’s annual I BPA review (Rollover modification process). Newly awarded contractors or accepted resources will be eligible for dispatch and BPA Calls after the onboarding and review processes are complete.
