Solicitation / RFP / RFQ

This solicitation aims to establish multiple agreements for miscellaneous heavy equipment (Feller Buncher, Mulcher/Masticator, Road Grader, and Skidder) to be used for local, regional, and nationwide fire suppression, all-hazard incidents, and prescribed fire project work. These agreements may also be used for Burned Area Emergency Response (BAER) project work. The Blanket Purchase Agreements (BPAs) resulting from this solicitation may be utilized by multiple State and Federal wildland fire agencies.

• Equipment Types: Feller Buncher (Type 1 & 2), Mulcher/Masticator - Boom Mounted (Type 1-4), Strip Mulcher/Masticator (Type 1-3), Road Grader (Type 1-2), and Skidder (Type 1-3).

• Minimum Equipment Requirements: Detailed specifications for horsepower, operating weight, tire type, and other attributes are provided for each equipment type.

• Operational Acceptability: Equipment must meet all applicable Federal OSHA requirements (e.g., ROPS/FOPS/OPS), have functional guards, lighting, a US Forest Service-qualified spark arrester, and include a fire extinguisher. Specific requirements for tires, protective glazing, and operator experience are also listed.

• Personnel Requirements: Personnel must comply with safety standards, be at least 18 years old for hazardous duties, and meet minimum training and experience requirements, including RT-130 Annual Fireline Refresher and fire shelter. English communication proficiency is mandatory.

• Contract Type: Multiple agreements (I-BPAs) will be awarded.

• Period of Performance: The agreement period is for 3 years from the date of award, with annual review modifications.

• Estimated Value: The size standard for NAICS code 115310 is $34,000,000.00.

• No Guarantee of Orders: Placement of orders is not guaranteed.

• Submission Method: Quotes must be submitted through the Virtual Incident Procurement (VIPR) Next Gen System.

• Evaluation Factors: Quotes will be evaluated based on operational acceptability of equipment/resource, price reasonableness, and past performance dependability risk.

• Socioeconomic Status Advantage: A 5% advantage will be applied for each socioeconomic category checked in Block 10 of the SF-1449, up to a cap of 10%.

• Offer Due Date: April 26, 2026, 06:00 PM PST.

• This acquisition is set aside for Small Business (100%).

• The solicitation includes numerous FAR and agency-specific clauses covering terms and conditions, payments, disputes, termination, safety, and more.

• Vendors must be registered in the System for Award Management (SAM).

• An "open season on-ramping" process may be initiated annually to add contractors or resources.

Amendment / Modification

• The Government is re-opening Solicitation 129J6124Q7001 for an open season Onboarding period.

• Vendor quote responses are now due no later than 04/23/2026 at 17:00 PST.

• Responses must be submitted through the "VIPR NextGen" application.

• This amendment re-opens the original solicitation to conduct Onboarding in accordance with Exhibit H – Special Contract Requirements.

• Onboarding is not a new procurement action but is conducted under the terms of the original solicitation.

• The original solicitation's evaluation factors and sub-factors will be used for award decisions during open season Onboarding.

• Any new I BPA awards issued through Onboarding will be identical to the original awards in terms, conditions, and period of performance.

• The amendment applies to a Multiple Award Incident Blanket Purchase Agreement (I BPA) issued as a 100% Small Business Set Aside.

• During this period, existing I BPA awardees may revise rates, modify resources, or add new resources.

• New Offerors who meet all eligibility requirements may submit quotes for consideration.

• All proposed resources must meet the criteria established in the original solicitation.

• New quote submissions must meet all Acceptability Pass/Fail requirements and will be evaluated using the same factors as the original solicitation.

• The solicitation is re-opened for an open season Onboarding period.

• Exhibit H – Special Contract Requirements is referenced for Onboarding.

• The deadline for vendor quote responses has been extended to 04/23/2026 at 17:00 PST.

• Submission must be through the "VIPR NextGen" application.
