Mobile Communications Unit for Region 13 - National

Solicitation

This solicitation seeks to establish multiple Indefinite-Delivery/Indefinite-Quantity (IDIQ) Blanket Purchase Agreements (BPAs) for Communication Units to be used for local, regional, and nationwide fire suppression, all-hazard incidents, and prescribed fire project work. These BPAs may be utilized by multiple State and Federal wildland fire agencies.

• The primary deliverable is a "Mobile Communications Unit" as detailed in Section D.2.1. The unit must be self-contained and operable within 2 hours of arrival.

• Minimum equipment requirements include:

  • A 20'x7' partitioned space for radio operators.
  • Climate-controlled HVAC system maintaining 70-75°F.
  • OSHA work environment compliance.
  • VHF-FM P25 Digital Base Station and UHF-FM Base Station radios with appropriate antennas and programming capabilities.
  • A minimum of seven telephone jacks and seven internet ports.
  • Three telephone handsets.
  • Internet connectivity with minimum bandwidth of 1.5Mbps download and 768kbps upload.
  • A 7.5 KW generator.

• Specific requirements for electrical power, radio equipment, and telephone/internet service are detailed in Section D.2.1.3 through D.2.1.5.

• The solicitation will result in multiple agreements.

• The dollar limitation for any individual order is the Simplified Acquisition Threshold (SAT).

• Placement of orders is NOT GUARANTEED.

• The agreement period is for 3 years from the date of award, with annual review modifications.

• Proposed rates must include all labor, equipment, operating supplies, materials, taxes, insurance, transportation, overhead, and profit.

• Quotes must be submitted through the Virtual Incident Procurement (VIPR) Next Gen System.

• Offers must include the solicitation number, offeror's name/address/phone, Unique Entity Identifier (UEI), and information necessary for evaluation.

• Offers must be held firm for 60 calendar days.

• Evaluation factors include:

  • Operational acceptability of equipment/resource.
  • Price reasonableness.
  • Past performance dependability risk.

• A technical quote with required pictures and documents must be submitted.

• The offeror's initial offer should contain their best terms, as discussions are not anticipated.

• Key deadlines: Offer Due Date is April 27, 2026, 05:00 PM MST.

• The acquisition is set aside for Small Business (Block 10 of SF-1449 is checked).

• Socioeconomic status advantages (HUBZone, Service-Disabled Veteran-Owned, EDWOSB) are applicable to Dispatch Priority List (DPL) ranking.

• Awards are prohibited to Government employees, businesses owned by Government employees, Government entities, or contractors with tax delinquencies or felony convictions.

• Vendors must register and maintain an active SAM.gov account.

• Vendors must use Login.gov to access the VIPR Next Gen system.

• The document includes extensive details on safety standards, work/rest guidelines, and payment procedures.

• Exhibit K provides data sheets with sample communication unit configurations.

Amendment / Modification

• Re-opens Solicitation 12024B24Q7001 for an open season Onboarding period.

• Vendor quote responses are now due no later than 4/27/2026 at 17:00 MDT.

• Responses must be submitted through the "VIPR NextGen" application.

• This amendment re-opens the original solicitation to conduct Onboarding in accordance with Exhibit H - Special Contract Requirements.

• Onboarding is not a new procurement action but is conducted under the terms of the original solicitation.

• The original solicitation's evaluation factors and sub-factors will be used for award decisions during open season Onboarding.

• Any new I BPA awards issued through Onboarding will be identical to the original awards in terms, conditions, and period of performance.

• This amendment applies to a Multiple Award Incident Blanket Purchase Agreement (I BPA) issued as a 100% Small Business Set Aside.

• The open season Onboarding period will run concurrently with the USFS Contracting Officer's annual I BPA review ("Rollover" modification process).

• During this period, existing I BPA awardees may revise rates, modify resources, or add new resources.

• New Offerors who meet eligibility requirements may submit quotes.

• All proposed resources must meet criteria established in the original solicitation.

• New quote submissions must meet Acceptability Pass/Fail requirements and will be evaluated using the same factors as the original solicitation.

• Resulting new I BPA awards will be identical in terms and conditions to original agreements.

• Newly awarded Contractors or resources added to existing agreements will be eligible for dispatch and BPA Calls after the Onboarding and annual review/rollover processes are complete.
