VIPR I-BPA for Weed Washing Unit for Regions 3, 5, and 6

This solicitation is for Weed Washing Units to be used on a local, Regional, and Nationwide basis for wildland fire suppression, all-hazard incidents, and prescribed fire project work. The resulting agreements will be Blanket Purchase Agreements (BPAs) that may be used by multiple State and Federal wildland fire agencies. The government is procuring these services to ensure adequate resources are available to meet its needs.

• Weed Wash Containment Station Equipment: High pressure (above 1000 psi) with low volume, or high volume (10 gallons/minute or more) systems.

• Self-Contained with Recycling Water System: Required for containment and recycling of wash water.

• Thorough Washing: Vehicles and equipment must be washed to remove soil, mud, caked dirt, plant parts, seeds, and vegetative parts from all surfaces, including undercarriages, frames, and engine components.

• Personal Protective Equipment (PPE): Contractor must provide PPE for all personnel.

• Biobased Products: Use of biobased products is required where reasonably available.

• Contract Type: Multiple Indefinite Delivery/Indefinite Quantity (IDIQ) Blanket Purchase Agreements (BPAs).

• Period of Performance: Four (4) years from the date of award, with annual review modifications.

• Estimated Value: $34,000,000.00 (This is the total potential value, not a guaranteed amount).

• Orders: Orders are not guaranteed and are issued based on Government need.

• Submission Method: Quotes must be submitted through the Virtual Incident Procurement (VIPR) Next Gen System.

• Evaluation Factors: Quotes will be evaluated based on operational acceptability of equipment/resource, price reasonableness, and past performance dependability risk.

• Submission Deadline: April 23, 2026, 05:00 PM PST.

• Offer Acceptance Period: 60 calendar days from the date specified for receipt of offers.

• This acquisition is set aside for Small Business concerns (100%).

• Socioeconomic status advantages (HUBZone, WOSB, EDWOSB, 8(a), SDVOSB) will be applied to dispatch priority ranking.

• Vendors must be registered in the System for Award Management (SAM).

• Vendors must use Login.gov to access the VIPR Next Gen system.

• The solicitation incorporates FAR clauses by reference, including FAR 52.212-1, 52.212-3, and 52.212-4.

• A pre-quote meeting may be held (TBD).

Amendment / Modification

This amendment re-opens Solicitation 12569R25Q7002 for an open season onboarding period for vendors.

• The due date for vendor quote responses has been extended to 04/23/2026 at 17:00 PST.

• Vendors must submit responses through the "VIPR NextGen" application.

• This amendment applies to a Multiple Award Incident Blanket Purchase Agreement (I BPA) issued as a 100% Small Business Set Aside.

• Existing I BPA awardees may revise rates, modify resources, or add new resources.

• New Offerors who meet all eligibility requirements may submit quotes for consideration.

• All proposed resources must meet the criteria established in the original solicitation.

• New quote submissions must meet all Acceptability Pass/Fail requirements and will be evaluated using the same evaluation factors as the original solicitation.

• Any resulting new I BPA awards will be identical in terms and conditions to the original agreements.

• This amendment is conducted under the terms of the original solicitation and is not a new procurement action.

This solicitation seeks to establish Blanket Purchase Agreements (BPAs) for Weed Washing Units to be used for local, regional, and nationwide fire suppression, all-hazard incidents, and prescribed fire project work. The BPAs may be utilized by multiple State and Federal wildland fire agencies.

• Weed Wash Containment Station Equipment with high pressure/low volume or low pressure/high volume systems.

• Self-contained units with recycling water systems.

• Equipment must be maintained in good repair and meet all applicable state and federal laws.

• Contractor must provide all personnel licenses, licensed equipment, materials, supplies, transportation, lodging, personnel, and supervision.

• Thorough washing of vehicles and equipment to remove soil, mud, caked dirt, plant parts, seeds, and vegetative parts.

• Provision of Personal Protective Equipment (PPE) for all personnel.

• Compliance with all applicable OSHA regulations.

• Noxious Weed Control and Aquatic and Invasive Species (AIS) Prevention measures.

• The solicitation will result in multiple BPAs.

• The dollar limitation for any individual order is the Simplified Acquisition Threshold (SAT).

• Orders are not guaranteed.

• The agreement period is for five (5) years from the date of award, with annual review modifications.

• The estimated date of award is on or around June 1, 2025.

• Quotes must be submitted through the Virtual Incident Procurement (VIPR) System.

• Evaluation factors include: Operational acceptability of equipment/resource, Price reasonableness, and Past performance dependability risk.

• Technical quotes must be submitted by the closing date of the solicitation.

• Offerors must be registered in the System for Award Management (SAM).

• Offerors must complete online Representations and Certifications within SAM.

• This acquisition is set aside for small business concerns.

• Specific set-aside categories include: Small Business, HUBZone Small Business, Women-Owned Small Business (WOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), and 8(a).

• Socioeconomic status advantages are applicable to Dispatch Priority List ranking.

• Vendors must use Login.gov to access USDA eAuth protected applications.

• Contractors shall comply with numerous Federal Acquisition Regulation (FAR) clauses.

• A pre-quote meeting may be held virtually.
