Purpose & Scope

This RFI seeks to identify vendors capable of providing a standardized, enterprise-scalable virtualization software solution for the DoW. The goal is to establish a Blanket Purchase Agreement (BPA) with a five-year ordering period (one base year plus four one-year options) to procure products and services. This is for market research only and does not commit the government to an award. The DoW's current environment supports approximately 700,000 cores across CONUS and OCONUS locations, multiple security domains, and classification levels.

  • Core Platform: Full/paravirtualization, live migration, unified management, VM-centric Disaster Recovery & Backup, Application & Data Virtualization, Remote & Automated Management with REST API.

  • Company Information: Name, address, POC, CAGE, UEI, business size.
  • Capability Statement: Address all requirements in Section 3.0, including ROI, migration strategy, technology outlook, security, global support, and program management.
  • Contracting & Strategy: List GSA Schedules/GWACs, provide reseller authorization, offer feedback on acquisition strategy (ELAs vs. consumption), and describe license management.
  • Cost - Rough Order of Magnitude (ROM): High-level, non-binding ROM for 700,000 subscriptions over the 5-year BPA period, including one-time migration costs.
