Request for Information (RFI)

This RFI seeks to identify qualified sources for an enterprise-scalable virtualization software solution for the Department of War (DoW), managed by the Defense Information Systems Agency (DISA). The goal is to establish a Blanket Purchase Agreement (BPA) with a five-year ordering period to procure products and services for the DoW and its components. This RFI is for market research only and does not commit the government to an award.

• Core Platform: Virtualization (full/paravirtualization, live migration, unified management), Disaster Recovery & Backup (VM-centric, granular recovery), Application & Data Virtualization, Remote & Automated Management (REST API).

• Management, Analytics, Security: Advanced threat detection, Secure Boot, micro-segmentation, AI-driven security, asset management across global networks, network management (SD-WAN, web/email security), logging (1-year retention), real-time analytics, performance/capacity forecasting, and alerting.

• Security & Compliance: Minimum DoW Impact Level 5 (IL5) certification with a roadmap to IL6. Support for SAML 2.0/OIDC for authentication with DoW E-ICAM.

• Workforce Enablement: Foundational, deep technical, and operational training, plus continuous learning strategies.

• Use Cases: Support for hypervisor-native hybrid cloud and workload mobility, Zero Trust Architecture with hypervisor-level micro-segmentation, and high-fidelity secure Virtual Desktop Infrastructure (VDI) with GPU virtualization.

• AI Integration: Leverage AI for automation, deployment, management, and security.

• A Blanket Purchase Agreement (BPA) is intended.

• Ordering period: One-year base plus four one-year options (5 years total).

• Estimated scale: Approximately 700,000 subscriptions.

• Company Information: Name, address, POC, CAGE, UEI, business size.

• Capability Statement: Address all requirements in Section 3.0, including ROI, migration strategy, technology outlook, security, global support, and program management.

• Contracting & Strategy: List GSA Schedules/GWACs, provide reseller authorization, offer feedback on acquisition strategy (ELAs vs. consumption), and describe license management.

• Cost ROM: High-level, non-binding Rough Order of Magnitude for 700,000 subscriptions over the BPA period, including one-time migration costs. Specify pricing for additional agencies and predictability for consumption models.

This RFI is issued by the Defense Information Systems Agency (DISA) on behalf of the Department of War (DoW) to identify qualified sources for a standardized, enterprise-scalable virtualization software solution. The goal is to establish a Blanket Purchase Agreement (BPA) with a five-year ordering period to procure virtualization software, sustainment, upgrades, and technical support services for the DoW and its associated agencies. This RFI is for market research purposes only and is not a solicitation.

• Core Platform Capabilities: Virtualization (full/paravirtualization, live migration, unified management), Disaster Recovery & Backup (VM-centric snapshots, clones, replication, granular recovery), Application & Data Virtualization, Remote & Automated Management (REST API required).

• Management, Analytics, and Security: Advanced threat detection, Secure Boot, shielded VMs, AI-driven security, asset management across distributed networks, network management (SD-WAN, web/email security), logging (1-year retention), real-time analytics, performance/capacity forecasting, and alerting.

• Security, Compliance, and Workforce Enablement: Minimum DoW Impact Level 5 (IL5) certification with a roadmap to IL6, two-factor authentication via SAML 2.0/OIDC for E-ICAM integration. Comprehensive training program including foundational, deep technical, operational, and continuous learning.

• Migration Plan: A detailed migration plan from VMware to the proposed solution, leveraging AI for automation and minimizing disruption.

• Company Information: Name, address, POC, CAGE Code, UEI, business size.

• Capability Statement: Detailed response addressing all requirements in Section 3.0, including ROI, migration strategy, technology outlook, security posture, global support, and program management.

• Contracting and Strategy: List of GSA Schedules/GWACs, reseller authorization, feedback on acquisition strategy (ELAs vs. consumption), license management methodology.

• Cost - Rough Order of Magnitude (ROM): High-level ROM for 700,000 subscriptions (1 base + 4 option years) and separate ROM for one-time migration costs.

• Response Deadline: 10:00 AM CST, May 4, 2026.
