This document is a Single Source Justification (Simplified Acquisition) for the procurement of four (4) Pixels on Target VooDoo-S Thermal Sights. These systems are required for mission-essential personnel for OPERATION EPIC FURY.

• Four (4) Pixels on Target VooDoo-S Thermal Sights.
• Must function as clip-on, stand-alone, or helmet-mounted devices.
• Mandatory performance characteristics include:
  • Ultra-Lightweight (Sub 10-ounce) to minimize SWaP and operator fatigue.
  • Advanced Threat Processing with integrated AI/ML for target detection and situational awareness.
  • Fratricide Prevention via secure communication links for integrated friend-or-foe (IFF) designation.
  • High-Fidelity PID (12-micron, 640x480 resolution) for identifying low-signature heat sources.
  • Immediate Fielding with standard accessory kit (mounts, cables, manuals).

The VooDoo-S micro thermal optic is identified as the only platform capable of meeting the specialized operational demands due to its native integration of Artificial Intelligence, Machine Learning, and secure communication links within an ultra-lightweight form factor. This combination is deemed a non-discretionary requirement.

Market research identified two alternatives (L3Harris CNVD-T2 and Trijicon SNIPE-IR) but found them unsuitable due to exceeding weight tolerances or lacking native AI/ML and secure communication capabilities. The Contracting Officer determined that only a single source is reasonably available per FAR 13.106-1(b)(1).

355 CONS will monitor the market for advancements and reassess for viable alternatives for future requirements to maximize competition.

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for a VooDoo-S Thermal Sight with IR Laser Pointer.

• The system must be a multi-mission platform usable as a clip-on weapon sight, a standalone sight, or a helmet-mounted imager.

• It must include a standard accessory kit with specific cables, adapters, batteries, a carry case, eyecup, quick reference card, instruction manual, and a Wilcox Flip-to-Side Mount.

• The warranty period is 12 months.

• The thermal detector must be at least 12-microns and have a 640x480 resolution.

• The system must be capable of identifying small heat signatures (e.g., drone batteries) from a tactically relevant standoff distance.

• System weight must be under 10 ounces.

• Must integrate Artificial Intelligence (AI) and Machine Learning (ML) for on-device image processing.

• Must be a software-defined system capable of loading mission-specific software profiles.

• Must include a secure communications link for integrated friend-or-foe (IFF) designation between networked units.

• The system shall be delivered as a complete kit, including all necessary mounts for helmet and weapon use, cables, batteries, and operator manuals.
