Scope of Work
The contractor will provide all management, tools, supplies, equipment, parts, and labor for the aircraft painting. Key tasks include:
- Removing and installing new bird proofing.
- Prepping aircraft surfaces through tarping, high-pressure washing, scraping/sanding existing paint, and repairing corrosion or metal deterioration.
- Repainting aircraft in their current paint scheme, including all insignia, markings, stenciling, engine inlet covers, and landing gear.
- Prepping and painting windows with a polyurethane clear coat.
- Polishing unpainted metal surfaces to a mirror finish.
- Applying a specific primer (LICP 200 Industrial primer or better) and industrial catalyzed urethane type paint (4.0-4.5 mils wet mil thickness).
- Applying two or more coats of Valspar AC4400 Clear coat HS or better for high gloss and UV protection.
- Managing all paint chips, paint, rags, and debris according to the Base Hazardous Waste Program.
- Providing Safety Data Sheets (SDS) for all paints and primers containing hazardous air pollutants (HAPs) and/or volatile organic compounds (VOCs).

Special Requirements & Eligibility
Offerors must demonstrate:
- A minimum of 10 years' experience in historical aircraft restoration.

- Proof of performing historical aircraft restoration jobs of the same or larger magnitude.
- Ability to work on Barksdale Air Force Base, including passing background checks and meeting insurance requirements.
- Compliance with the updated Department of Labor Wage Determination Number 2015-5191, Revision 30 (dated 30 March 2026), which specifies minimum wage rates and fringe benefits for Bossier, Caddo, and De Soto Parishes, LA.
Evaluation
Award will be based on a Best Value Determination, considering both price and technical evaluation. Offerors must submit a technical plan not exceeding two pages detailing their approach. The lowest three offers will undergo technical evaluation. The government intends to award without discussions but reserves the right to conduct them.
