• Testing Requirements: The Performance Work Statement (PWS) Part 5, Section 5.2.1 mentions an "Annual Visual Inspection" and a "proposed schedule to complete the inspections and testing." However, the government clarifies that there are no specific testing requirements beyond the visual inspection itself. The frequency and type of testing are not applicable.
• Repair Pricing: The solicitation asks for a firm-fixed price for repairs, to be submitted in accordance with NFPA 780 and UL-96a standards. Vendors inquired if they could submit repair pricing after the inspection/certification was completed, as they could not attend the site visit. The government's response is to not submit pricing for the repair CLINs at this time, as the scope of repair work cannot be determined until after the inspections are performed.

These clarifications do not appear to alter the overall requirements or submission deadlines of the solicitation but provide specific guidance on testing and repair pricing.

Amendment / Modification

This document is Amendment 0001 to Solicitation No. W51AA1-26-Q-A036, dated 24 March 2026.

• The purpose of this amendment is to add Attachment VI, RFI's 1-2 to the solicitation.

• The solicitation is amended as set forth in Item 14. The hour and date specified for receipt of offers is extended. Offerors must acknowledge receipt of this amendment prior to the hour and date specified in the solicitation or as amended.

Statement of Work (SOW) / Performance Work Statement (PWS)

To maintain the existing Lightning Protection Systems (LPS) at Tobyhanna Army Depot (TYAD) to ensure the systems are safe for occupants, equipment, and structures in the event of a lightning strike.

• Provide non-personal services for the LPS at TYAD.

• Conduct an annual visual inspection for each building containing LPS.

• Perform maintenance and necessary repairs on all LPS components to ensure they are in safe and proper working order.

• Address system issues as needed, including diagnosing problems, moving or removing components, and repairing or replacing components (e.g., grounding test wells, driven electrodes).

• Performance is monitored via a Quality Assurance Surveillance Plan (QASP).
