Quick Summary
Amendment 0001 to solicitation W58RGZ-26-B-0004 addresses industry questions and updates requirements for the Overhaul/Upgrade of Fixed Landing Gear. Issued by the Department of the Army, this amendment extends the proposal due date to July 14, 2026.
Purpose of Amendment
This amendment (0001) clarifies various aspects of the solicitation, providing answers to industry questions and incorporating several key updates to the original document.
Key Changes and Updates
- Statement of Work (SOW): Paragraph 21 updated to include all MEOS; TDPL removed.
- DMWR Requirements: Now include hexavalent chromium coating; deviations require engineering routing via Form 1379.
- Access to Regulations: New website provided for Army Regulations, Technical Manuals, and Bulletins. Instructions for DMWRS and MEOS require DD 2345 and CMMC Level 2 certification.
- FASCSA Prohibitions: Clause 52.240-91 updated to reflect "DoD - Yes", "DHA - No", "DNI - No".
- M&O Plan Review: Government review and approval timeframe for CDRL A003 is no longer timed.
- Pricing & Quantities: CLIN 0004AA is a firm fixed unit price for scrapping. If FMS quantities are redirected to the U.S. Army, they will move to U.S. CLINs at the same prices. The government is only obligated to purchase the minimum quantity in the first ordering period.
- Quality & Compliance: Failure of the Product Verification Audit (PVA) may result in contract termination for default. ISO 9001:2015 is not an acceptable equivalent to ISO 9001:2000 for this contract.
- FMS Logistics: Input-to-output turnaround time for FMS CLINs 0003AA and 0003AB will be determined by the host country. FMS shipments will be delivered to a U.S.-based freight forwarder.
- Administrative: WAWF routing fields will be fully populated at contract award. The DODAAC for CLIN 0001AA PVA invoice submission is W58H0Z. Historical incidence rates and incumbent contractor information will not be provided. The Independent Government Cost Estimate (IGE) will not be shared.
