Statement of Work (SOW) / Performance Work Statement (PWS)

To provide US Government personnel in Malaysia with base life support, transportation, and interpreter services.

This PWS outlines requirements for non-personal services, including but not limited to:

• Base Life Support: Portable latrines, showers, hand wash stations, water tanks, black water removal, laundry, ice, refrigeration, lighting, air conditioning, fans, tentage, furniture, trash/waste/hazmat storage and removal.
• Transportation: Services using buses, vans, pick-up trucks, and box trucks.
• Interpreters: Services for translation between English and Malay.
• Material Handling Equipment (MHE): Rental of MHE and construction equipment, with or without operators.
• Aggregate: Supply of various types of aggregate and cement.

Contractors must be flexible to changes in performance periods, quantities, and potential additions/reductions in services.

• Contractor's existing quality assurance system will be utilized.

• Performance will be evaluated in accordance with the Quality Assurance Surveillance Plan (QASP).

• Services must meet specified standards and acceptable quality levels.

• Daily cleaning and servicing of equipment are required.

• The work will be performed in Kota Kinabalu, Malaysia.

• Ordering forms will specify exact locations within Malaysia.

• Personnel: Key personnel (Contract Manager, Site Manager) must be fluent in English. All personnel must identify themselves as contractors.

• Security: Personnel require authorization for access to U.S. and Host Nation installations. Background checks and identification are mandatory.

• Safety: Compliance with Army Safety Program (AR 385-10), OSHA standards, and applicable Malaysia standards is required. Fire suppression resources must be provided near generators.

• Environmental: Adherence to host nation environmental laws, including hazardous material disposal.

• Training: Required iWATCH training for personnel on Army-controlled installations.

• Insurance: Defense Base Act (DBA) insurance is required for personnel working on the contract in Malaysia.

• Electrical: Adherence to specific electrical standards, including GFCI protection for wet locations.

• HAZMAT: Proper containment, storage, and disposal of hazardous materials are required.

• Permits: Contractor must obtain all appropriate permits before performing work.

• OPSEC: Operators are instructed not to share work details on social media.

• Damages: Contractor is responsible for damages caused by their actions or equipment, excluding normal depreciation and acts of God. Insurance for vehicles and operators is required.

• Transportation: Compliance with Malaysian regulations, including licenses and registration. Vehicles must have seatbelts. Drivers must adhere to hygiene standards and work hour limitations.

• Equipment Maintenance: Contractor is responsible for all scheduled and unscheduled maintenance at no additional cost. Replacement of comparable capability is required if equipment is unusable for over 12 hours.

This solicitation is a Request for Quote (RFQ) for commercial items to provide Base Life Support services in support of Keris Strike 2026 in Malaysia. The government intends to award a Firm-Fixed Price Contract.
