This document is Amendment 0001 to Solicitation 140FS126Q0073, effective April 2, 2026. It extends the hour and date specified for the receipt of offers.

• Item 11: This item only applies to amendments of solicitations. It confirms that the solicitation is amended and the receipt date for offers is extended.

• Proposal submission deadlines and requirements may be affected by this amendment. Offerors must acknowledge receipt of this amendment. Failure to do so may result in rejection of the offer. Changes to offers already submitted must be communicated via letter or electronic communication referencing this amendment.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items, prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6. The U.S. Fish and Wildlife Service (FWS) Leavenworth National Fish Hatchery (NFH) requires golf and turf carts. This announcement is the sole solicitation, and separate written solicitations will not be issued. The acquisition is a total small business set-aside, conducted under FAR Parts 12 and 13.

• Electric utility carts with Roll-Over Protection (ROPS) and necessary protective and safety equipment.

• Specific requirements include a Lithium Electric Powertrain, 12,000-lb payload capacity, 68-in cargo bed, Brush Guard, Ball Hitch, Aluminum Bed Box with electric lift, Bed Cage with Hoop Rack, Headlights, Taillights, Seat Belt Kit, and Hydraulic Brakes.

• The carts will be used to haul fish feed and perform maintenance tasks on a 170-acre facility, including pavement, unimproved roads, and walking trails.

• Prices quoted must be FOB Destination.

• Prices quoted must include installation.

• Award will be made as a firm-fixed-price contract.

• Basis of award: Lowest price technically acceptable (LPTA).

• Period of Performance: Approximately 04/16/2026 to 08/14/2026 (specific dates vary slightly by item).

• Offerors must submit quotes on company letterhead, including UEI No., point of contact phone number, and email address.

• If a company holds a GSA contract applicable to this requirement, provide the contract number.

• Refer to FAR provision 52.212-1 for additional submission guidance.

• Include a copy of FAR provision 52.212-3 Offeror Representations and Certifications -- Commercial Items with applicable sections completed.

• Solicitation Questions Due: 04/10/2026 at 1700 ET to kathryn_coltran@ios.doi.gov.

• Quotes Due: 04/14/2026 at 1700 ET.

• E-Mail Quote Submission: kathryn_coltran@ios.doi.gov.

• Total small business set-aside.

• Offerors must be registered in the System for Award Management (SAM) website.

• The anticipated required delivery date is 90 days after award.

• Technical Acceptability: Vendor's offer must conform to all aspects of the statement of work. Provide a statement confirming acceptance and documentation of technical acceptability.

• Installation is the contractor's sole responsibility and must be completed according to industry standards.
