This solicitation is a Request for Quote (RFQ) for wallpaper reproduction services for the Maggie L. Walker National Historic Site (MAWA). The National Park Service (NPS) requires the replacement of damaged reproduction wallpapers with accurately reproduced new papers for seven rooms and four ceilings within the house museum. The goal is to restore the historical accuracy and opulent atmosphere of the site.

• Fabrication and delivery of digitally-printed reproduction wallpaper and commercially-produced wallpaper and ceiling paper.

• Production includes pattern drafting and fabrication for three custom reproduction wallpapers (Library, Den, Dining Room).

• Provision of commercially available, period-appropriate wallpapers for the Dining Room dado, Walker's Bedroom suite, and Children's Suite.

• Provision of commercially available ceiling paper for the library, den, master bedroom, and sitting room.

• Sufficient yardage to cover areas plus an additional 10% surplus for the site.

• Work closely with the COR, have access to original wallpaper samples for drafting and color selection.

• Submit a detailed plan of work, including equipment, materials, and methods.

• Produce and deliver finished rolls of historically-accurate wallpapers and ceiling papers.

• The project covers approximately 4,500 square feet of wall and ceiling space.

• Contract Type: Firm-Fixed Price Quote.

• Period of Performance: May 15, 2026, to May 14, 2027.

• Delivery Date: May 14, 2027.

• Acquisition Procedures: FAR 13 Simplified Acquisition Procedures.

• Evaluation Criteria: Lowest Price Technically Acceptable (LPTA).

• Evaluation Factors: Technical Capability, Personnel, Past Performance/Experience, and Pricing.

• Offerors must have an active SAM registration at the time of award.

• This acquisition is set aside for Small Business (100%).

• NAICS Code: 322220, Size Standard: 750 employees.

• The wallpaper will be installed in rooms open to the public for tours year-round.

• Payment is based on deliverables: 20% upon approval of designs, 30% upon approval of patterns/colorways, and 50% upon approval of final wallpapers.

• Contractor must adhere to OSHA regulations and possess adequate liability insurance and licenses.

• Biobased products are encouraged.

• Travel is the responsibility of the contractor.
