Qualification Details
Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Department of Commerce, Institute for Telecommunication Sciences (ITS) is soliciting proposals for a Wide Area Network (WAN) Emulator to support research and engineering projects related to Open Radio Access Network (RAN) systems in the CRAIN laboratory in Boulder, CO. This is a Solicitation for a Firm-Fixed-Price Purchase Order. Quotations are due by June 8, 2026.
Scope of Work
The primary objective is to procure a WAN emulator system with specific technical capabilities to test Open RAN systems, focusing on the effect of WAN behavior in 5G OpenRAN and cabled Ethernet networks. Key requirements include:
- Hardware: Two ports, each 10 Gigabit Ethernet (10GBE) minimum, with information on 25GBE/100GBE support requested. Internal throughput up to 10GBE. FPGA-based solution.
- Emulation Capabilities: Programmable API, up to 500ms delay (5 microsecond resolution), emulation of packet delay/loss/retransmission (bandwidth throttling, latency, jitter, packet loss, reordering, duplication, corruption, error insertion).
- Traffic Management: Support for various network impairment traffic shaping generation types, simulation of real WAN network link conditions, handling frame sizes up to 2048 bytes, automated stream impairment, detailed per-stream Tx/Rx statistics, traffic classification (min 4 for 10GBE, 16 for 1 Gbps).
- Protocols: Support for O-RAN test cases, PTP (IEEE1588v2) Transparent Clock (TC) and SyncE passthrough.
- Deliverables: WAN emulator unit, SFP/SFP+ layer 1 adapters, and associated licensing and support for a minimum of 1 year. Delivery is requested within 12 weeks after Receipt of Order to Boulder, CO.
