• To correct the number of included option periods.

• To reattach supporting documents that failed to post due to a system glitch.

• Item 00010 (Custodial/Janitorial Services Base Year) has been modified.

• Item 00020 (Custodial/Janitorial Services Option Year I) has been modified.

• Item 00060 (Custodial/Janitorial Services Six months service extension) has been modified.

• The effective date of this amendment is March 9, 2026.

• All other terms and conditions of the original solicitation remain unchanged.

• The anticipated start of performance is on or before April 15, 2026.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for custodial and janitorial services at War in the Pacific National Historical Park (WAPA) in Guam.

The contractor shall provide all management, labor, tools, equipment, and green eco-conscious cleaning materials to maintain satisfactory conditions and a clean, neat, and professional appearance at the T. Stell Newman Visitor Center (VC), and the Asan (ABU) and Ga’an (GBU) Beach Units. Services include:

• Daily Basic Cleaning Services: Trash removal and off-site disposal, cleaning of interior glass/mirrors, drinking fountains, floor mats, general spot cleaning on various surfaces, dusting, and exterior grounds cleanup (gum removal, debris pickup).
• Daily Restroom/Breakroom Cleaning Services: Comprehensive cleaning and disinfection of all surfaces, weekly descaling of toilet bowls and urinals, floor sweeping/mopping/disinfection, and stocking of restroom supplies. The contractor must report needed repairs or blockages to the COR.

Performance objectives are outlined with specific thresholds:

• Basic Cleaning Services: No more than 2 validated defects per month.
• Basic Restrooms/Breakrooms Cleaning Services: No more than 3 validated defects per month.

Surveillance methods include 100% inspection for basic cleaning and periodic inspection/validated customer complaints for restroom services.

Services commence 30 days following contract award. Performance hours are Sunday-Saturday, 8:00 am - 9:00 am ChST for the VC, ABU, and GBU.

• Permits, Licenses & Insurance: Contractor is responsible for obtaining all necessary permits, licenses, and insurance, and complying with all Federal, State, and Local requirements for waste disposal.
• Government Furnished Property: Janitor’s closets at VC, ABU, and GBU restrooms are available for contractor storage. Property must be clearly identified. Hazardous materials are prohibited.
• Contractor Provided Equipment & Supplies: All equipment must be in good operable condition and safe to use. Green, eco-conscious cleaning materials are required.
• Contractor Personnel: Must have a designated Contract Manager, present a neat and professional appearance (identifiable clothing), and be experienced and responsible. The CO may require removal of employees deemed a risk.
• Work Restrictions: Strict adherence to preserving natural features and preventing the introduction of invasive species is required. Vehicles and equipment must be cleaned and inspected.
• Safety: Work must be performed safely per OSHA requirements. Damages to government property must be reported and repaired at the contractor's expense.
• Quality Control: Contractor must develop and maintain a Quality Control Plan (QCP) and Checklists.
• Holidays: No work is to be performed on designated Federal holidays.
