Quick Summary
The U.S. Department of Energy's (DOE) Pacific Northwest National Laboratory (PNNL), through Battelle Memorial Institute, has issued a Request for Information (RFI) for Warehousing, Equipment Receipt, and Pre-Shipment Support. This is a market research effort to identify potential providers for a future solicitation. The warehouse facility may be located anywhere in the contiguous United States. Responses are due April 10, 2026.
Purpose
This RFI is for planning purposes only and does not constitute a solicitation or guarantee a future contract award. Its aim is to gather information from industry regarding capabilities for comprehensive warehousing and logistical support services.
Scope of Services
The required services include:
- Warehousing/Storage Facility: Approximately 20,000 SqFt, 2-high racking, 60-75% utilization, staging space, one loading dock, and two forklifts. The facility must be secure, climate-controlled (50-77°F, <55% RH), pest-controlled, and capable of storing Battelle-provided radiation check sources (e.g., cesium-137, californium-252), which are generally exempt quality but require secure storage. Californium may require NRC licensing. The warehouse must be in the contiguous U.S.
- Equipment Receipt and Storage: Receive, inspect, verify quantities, and store equipment. Perform function tests within five business days of receipt and report issues within three business days. Provide real-time inventory status, with Battelle providing specifications and API documentation for system design.
- Procurement of Equipment and Materials: Procure NSDD program equipment (e.g., radioisotope identifiers, survey meters) and materials (e.g., shipping supplies, lead kits), including obtaining warranty, hazardous material safety sheets, and export control information.
- Modification Support: Perform minor physical configuration modifications to program equipment as directed.
- Pre-shipment Preparation: Coordinate domestic and export shipments, ensuring DOT compliant handling, packing, and labeling for hazardous and regulated materials. Requires at least one employee trained in hazardous material categories (Class 2.2, 3, 7, 9). One expedited shipment per year is anticipated.
Key Requirements & Preferences
- Minimum of two (2) years' experience in warehouse management.
- Project Manager and Warehouse Supervisor to have a minimum of three (3) years' experience.
- Preference for U.S. Government contracting experience and logistical support experience.
