This document provides responses to vendor questions regarding the PWS and potential solicitation.

• Core Support Hours: The PWS indicates core support hours on Tuesdays, Thursdays, and Sundays, with additional pre-scheduled times. The specific times/dates for these additional hours will be provided under a future solicitation.
• Labor Hour Contract: Information regarding the Labor Hour Contract referenced in Section 1.6.7 can be found via a provided link (16.602 Labor- hour contracts).
• Number of Attendees: The number of youngsters expected to attend events cannot be identified at this time but will be provided under a future solicitation.
• Watch Care Coordinator Role: The role of Watch Care Coordinator can be split between two individuals, with one off-site person handling scheduling, documentation, QCP plan creation, and POC to the RSO, and the other on-site for supervision.
• Period of Performance Start Date: The PWS start date of April 1 is subject to change, given the current date of March 26.

Key details regarding support hours, attendee numbers, and the Period of Performance are subject to change and will be clarified further in a future solicitation. The ability to split the Watch Care Coordinator role has been confirmed.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide non-personal Watch Care Services to support the Religious Support Office (RSO) programs at Fort Hood, TX, ensuring the free exercise of religion for military personnel, family members, and authorized personnel.

• Provide a Watch Care Coordinator responsible for management, scheduling, and oversight of childcare providers.

• Provide a team of qualified childcare providers to support RSO programs.

• Services will support up to thirteen (13) chapel locations.

• The contractor will oversee staff performing services at approximately three to five (3-5) locations simultaneously during recurring service periods.

• Services are to be provided only when Unit Ministry Team members, DA Civilians, or volunteers are unable to perform.

• Contractor must develop and maintain a Quality Control Plan (QCP).

• Government will evaluate performance based on a Quality Assurance Surveillance Plan (QASP).

• Specific performance objectives and acceptable quality levels are detailed in Technical Exhibit 1, including timely submission of background checks, attendance at meetings, adherence to adult-to-child ratios, line-of-sight supervision, and monthly reporting.

• Period of Performance: One (1) Base Year (12 months) and two (2) 12-month option years.

  • Base Year: 01 APR 2026 – 31 MAR 2027
  • Option Year I: 01 APR 2027 – 31 MAR 2028
  • Option Year II: 01 APR 2028 – 31 MAR 2029

• Place of Performance: Primarily at Main Post Chapel, Main Post Chapel Annex, Comanche Chapel, and other chapel facilities as required.

• Personnel Qualifications:

  • Coordinator: At least 18 years old, ability to lift 30 lbs, lead group activities, manage behavior, respond to emergencies, strong administrative/scheduling/compliance skills, manage multi-age programs/staff, strong communication/conflict management skills, ability to maintain documentation, pass background check, identify safety hazards, skilled in scheduling/staffing, minimum 3 years supervisory experience, minimum 2 years childcare experience, ability to coach/mentor staff, maintain records, handle sensitive situations, coordinate with chapel leadership, understand military children's needs, make informed decisions, maintain line-of-sight supervision, work with patience, maintain confidentiality, strong integrity, strong interpersonal skills, attention to detail.
  • Team of Staff: Experience in childcare, manage mixed-age groups, experience with infants/toddlers/school-age children, professional conduct, lead group activities, at least 18 years old, ability to lift 30 lbs, pass background check, good communication/teamwork skills, physical ability for childcare, patient, adaptable.

• Trainings & Certifications:

  • Contractor-provided: CPR, First Aid, Food Handler's Permit (if required).
  • Government-provided access to: Family Advocacy Program (Child Abuse prevention, Mandatory Reporter Training, Supervision/accountability), Religious Support Office/Chapel Staff training (RSO orientation, Chapel Childcare Standards, Sign-in/out procedures, Facility Safety, Emergency procedures, Fire Evacuation, Shelter in Place).

• Security Requirements:

  • Compliance with garrison, facility, and area commander security policies.
  • AT Level I awareness training within 45 days of contract start.
  • iWATCH Training within 30 days of contract award.
  • OPSEC Training within 30 days of reporting and annually.
  • Background checks required for all personnel (CNACI, IRC).
  • No work authorized until favorable interim suitability determination.
  • Key control procedures required.

• Other:

  • Non-personal services contract.
  • Labor Hour Contract type.
  • Contractor must comply with applicable regulations, publications, manuals, and local policies.
  • Liability insurance meeting Texas standards for licensed childcare facilities.
  • "No Touch Policy" adherence required.
  • Reporting of probable child abuse required.
  • Contractor to attend post-award conferences and progress meetings.
  • Communication responsiveness within 48 hours (72 hours for weekends/holidays).
  • Contractor employees must identify themselves as contractors.
  • Government has unlimited rights to all documents and materials produced.
  • Phase-in/Phase-out period of 30 days.
  • Compliance with OSHA and safety requirements.
  • Simplified, on-site registration process for parents.
  • Maintain adult:child ratios and fire marshal capacity at all times.
  • Proper hygiene and cleaning of watch care rooms required.
  • Contractor personnel must wear badges.
  • Monthly reporting and invoicing requirements.
  • Submission of invoices via WAWF.
