Purpose
This notice is for market research purposes only to identify prospective contractors capable of providing non-personal Watch Care Services to support the Religious Support Office (RSO) programs at Fort Hood, TX. The government is seeking to understand industry capabilities and determine potential small or large business participation.
Scope of Work
The contractor shall provide a Watch Care Coordinator responsible for complete management, scheduling, and oversight, along with a team of qualified childcare providers. These services will support RSO programs across Fort Hood, TX, potentially covering up to thirteen chapel locations, with services at three to five locations simultaneously during recurring periods. Services are to be provided only when Unit Ministry Team members, DA Civilians, or volunteers are unable to perform.

Key Requirements
- Personnel Qualifications: Watch Care Coordinator requires a minimum of 3 years supervisory experience and 2 years childcare experience. This role can be split between two individuals (one off-site for administration/scheduling, one on-site for supervision). Childcare providers must have experience with mixed-age groups, infants, toddlers, and school-age children.
- Compliance: Contractors must develop a Quality Control Plan (QCP), adhere to adult-to-child ratios, maintain line-of-sight supervision, and comply with security requirements (background checks, AT Level I, iWATCH, OPSEC training). Liability insurance meeting Texas standards is required.
- Reporting: Monthly reports and invoicing via WAWF.
