Evaluation
Award will be based on a Lowest Price Technically Acceptable (LPTA) methodology. Submission packages must include:
- A Technical Approach write-up (max 15 pages) demonstrating a clear solution and thorough comprehension of the PWS objectives.
- Past Performance (max 6 pages) of similar complexity and magnitude within the last 5 years.
- Pricing that includes elements within the optional Pricing Worksheet (Attachment 3).
- Product samples are required and must be submitted by the offer due date.
Special Requirements
Contractor personnel will require a Low Risk Level background check. Adherence to all applicable Environmental, Health, and Safety (EHS) regulations, including BEP's EMS, is mandatory. A Quality Control Plan and Safety and Fire Prevention Plan must be submitted. Bidders must also comply with the U.S. Department of Labor Wage Determination for Texas (2015-5231, Rev. 31) and EPA regulations for managing solvent-contaminated wipes.
