Scope of Work

The requirement is for a Weapons Synthetic Training System (WSTS) to enable sailors to develop and sustain proficiency in small arms weapons handling and employment for Anti-Terrorism/Force Protection (AT/FP) missions. Key aspects include:

  • System Components: Provide and maintain a turnkey WSTS solution including human performance optimization software, hardware (cameras, projectors, servers, cables), synthetic weapons, and compressed air charging stations.
  • Weapons Supported: M18 pistol, 5.56mm Rifle, 7.62mm, and .50 Cal machine guns.
  • Technical Requirements: Systems must be wireless, not require NMCI NIPR/SIPR connection, utilize Windows 10 or higher, be open-architecture, and accurately model ballistics. They must be at Technology Readiness Level (TRL) 9 and Manufacturing Readiness Level (MRL) 10, currently in use at DoD, interagency, and international facilities.
  • Training Capacity: Support 15-20 trainees concurrently and up to 60 trainees per day.
  • Support: Provide on-site Field Service Representatives (FSRs) and 24/7 remote support. Technical representatives must be U.S. citizens and possess Navy Small Arms Marksmanship Instructor (SAMI) qualification or equivalent.
  • Performance Standards: Maintain system operability of no less than 85% overall and 95% during scheduled training.
