Quick Summary
The Department of the Air Force / AFRL RIKO has issued a presolicitation for the Wessex Wraith IDIQ, seeking non-commercial unmanned Electromagnetic Spectrum Operations (EMSO) systems. This Total Small Business Set-Aside aims to procure systems capable of detecting, locating, tracking, and identifying cooperative and non-cooperative threats using various sensing technologies. A formal Request for Proposal (RFP) is anticipated between June 16, 2026, and June 30, 2026. Industry feedback on the attached draft documents is welcome by June 15, 2026.
Purpose & Scope
This opportunity is for the procurement, pre-planned product improvement (P3I), testing, training, operations, maintenance, and sustainment support for the Radiant Alfred (RA), Shadowcat (SC), and Tomahawk (TMK) Electronic Warfare (EW) systems. These systems must detect, locate, track, and identify threats using Radio Frequency (RF) sensing, Electro-optical/Infrared (EO/IR) sensing, sensor correlation with Commercially-available/Publicly-available Information (CAI/PAI), edge-based processing, collaborative networking, and remotely-enabled Command and Control (C2).
The draft Statement of Scope (SOS) details specific capabilities for the RA, SC, and TMK systems, including hardware, environmental specifications, communication protocols, RF/EW performance, connectivity, physical attributes, cyber/RMF requirements, and documentation. Sustainment includes CONUS/OCONUS testing, classroom and field training, remote and on-site maintenance, warranty repair, maintenance kits, spare parts, peripherals, and consumables. The systems must be interoperable and utilize J/F-12 certified radios.
