Quick Summary

The Federal Highway Administration (FHWA), Western Federal Lands Highway Division (WFLHD), is planning a Two-Phase Design-Build (DB) project for Building Renovations at its Main Office in Vancouver, Washington. This presolicitation notice outlines a significant construction effort to address deferred maintenance, code compliance, and modernize space layouts for buildings constructed in 1932, 1952, and 1977. The estimated project value ranges from $25 Million to $35 Million. The solicitation is anticipated for Summer 2026 and will be conducted under full and open competition.

Scope of Work

The renovation project encompasses a broad range of improvements, including:

  • Upgrading existing office and materials lab spaces.
  • Addressing critical code compliance deficiencies, such as ADA access, fire protection, and structural integrity.
  • Implementing comprehensive utility upgrades, including electrical service to 480V, secondary water connections, and a new stormwater management system.
  • Renovating and reconfiguring on-site and off-site parking areas.
  • Assessment and abatement of hazardous materials (e.g., asbestos, lead-based paint) prior to renovation activities. A Master Plan Summary provides further insight into facility upgrades, deferred maintenance, site improvements, and architectural/structural renovations, emphasizing a Design-Build approach for efficiency.
