Evaluation Factors

Award will be made to the lowest price responsible Offeror deemed eligible, based on the following criteria:

  1. Award Eligibility: Verification of total small business set-aside compliance.
  2. Technical Description: Evaluation of the technical description for compliance with solicitation requirements, including the CLIN structure (Attachment 3). Proposals without sufficient detail will not be considered.
  3. Price: Evaluation for reasonableness, with award to the lowest price responsible Offeror. Pricing for all CLINs is required.
  4. Past Performance: Evaluation of Supplier Performance Risk System (SPRS) history for the PSC 6640. Acceptable ratings are Dark Blue, Purple, Green, or Yellow. Red is unacceptable; no rating is neutral.

The Government intends to award without discussions, so initial offers should contain the best terms.

Proposal Submission

Proposals must be submitted electronically in two volumes:

  • Volume I (Technical Proposal): Shall not contain price information and must include all details requested in the "Technical Description" evaluation factor.
  • Volume II (Price Proposal): Must include a completed Attachment 3 (CLIN structure Excel file) with total prices.
