Statement of Work (SOW) / Performance Work Statement (PWS)

To provide "as needed" veterinarian services for wild horses and burros at the Sutherland Off-Range Corral (ORC) and the Delta Wild Horse & Burro (WHB) Corral in Delta, Utah.

• Provide a range of veterinary services including, but not limited to: farm calls, emergency care (1-hour response), Coggins tests, castration, health certificates, inspections, micro-chipping, and antibiotic injections.

• Estimated average of 3,000 animals needing services annually, with weekly visits anticipated. Increased frequency (2-3 days/week) expected during animal preparation for adoption/sale and gelding periods.

• Contractor to supply all necessary supplies for services. Vaccines will be provided by the BLM, unless otherwise requested, in which case the BLM will reimburse the contractor.

• BLM personnel will assist with animal restraint and may perform certain services (e.g., administering penicillin/vaccines) under COR/ACOR discretion, but will not draw blood for EIA testing or perform castrations.

• Specific veterinary services include: waste disposal, use of sterile needles, inspection of arriving animals (within 12-24 hours), drawing blood for EIA testing, internal parasite control, micro-chipping, diagnosing/treating animals, issuing health certificates, performing necropsies, gelding stallions/jacks, developing proactive health care plans, individual horse inspections, and providing liquid nitrogen for freeze/butt branding.

• Miscellaneous services (e.g., hernia surgeries, lacerations) are covered under a separate line item, not to exceed $20,000 per year, and require COR approval.
