The scope also includes the construction of two wastewater treatment plants (WWTPs), improvements to AZ State Highway 73, upgrades to the Tribal Utility’s surface water treatment plant (SWTP), and replacement of a section of sewer main. The existing hospital will be demolished after the new facility is operational.

Key Requirements & Deliverables
The project is fully designed as a bid-build project. Key deliverables include:
- Construction of the new hospital facility, facilities building, chiller plant, and pump house.
- Demolition of the existing hospital and other structures.
- Extensive on-site sitework, including utilities, earthwork, storm sewer, driveways, heliport, paving, landscaping, and irrigation.
- Off-site utility improvements, including water, sanitary sewer, drainage, and the IHS Hospital Utility Campus (wastewater package treatment plant and water storage tanks).
- Potential additive options for a whole campus water filtration system, spray fields, circadian lighting, air purification, photovoltaic systems, acoustical panels, and off-site traffic signal/highway improvements.

Important Notes
Offerors must register with SAM.gov and frequently check for amendments. Amendments A00001, A00002, and A00003 have been issued, clarifying specifications, extending the proposal due date, and revising Section B of the solicitation. Responses to RFIs 001-050 have been provided, addressing ambiguities in headwall specifications, civil/site work, materials, and electrical details. Wage determinations (Attachments J06a, J06b, J06c) are applicable, and an EPA Schedule (Attachment J11) has been added.
